| Ginseng,as one of the important representative products of agricultural products in Jilin Province,has unique geographical advantages and technological advantages,so it is also a very important strategic development product of agricultural products in Yanbian Prefecture,in 2019,The ginseng planting area of Yanbian Prefecture accounted for 64 percent of Jilin province’s ginseng planting area,and the ginseng production accounted for more than 50 percent of Jilin province’s output,in recent years,Yanbian prefecture to create "Yanbian · China ginseng valley" brand,Yanji Pengcheng ginseng trading markets and ginseng industrial parks have been built.People’s Government of Jilin Province releases opinions on promoting high quality development of ginseng industry in 2019,in 2021,Governor Han Jun pointed out in his Jilin Provincial government work report that poverty alleviation and rural revitalization should be effectively linked,and ginseng and other ten industrial clusters should be built.In Jilin Province’s "14th Five-year Plan",proposed to promote the creation of quality brand action,to create "the car of Jilin,the rice of Jilin,the spring of Jilin,the meat of Jilin,the medicine of Jilin,the ginseng of Jilin,the snow of Jilin,the beauty of Jilin " eight Jilin brands.Therefore,it is not difficult to see that the quality of ginseng products is the top priority in both the higher requirements of ginseng industry development and the main direction of Yanbian Prefecture Government’s work.As an important link of ginseng products,market circulation will also face greater opportunities and challenges.The supervision of ginseng market circulation is not only crucial to the industry development such as the construction of modern ginseng industry system,the promotion of ginseng industry transformation and upgrading,and the construction of ginseng industry as a pillar industry,but also of great significance to the economic work of Yanbian Prefecture governments such as promoting the development of the whole industrial chain,consolidating and expanding the achievements in poverty alleviation,and accelerating the cultivation and growth of industrial clusters.At present,although the ginseng market circulation supervision has some effects,there are still shortcomings,which have hindered the development goals and direction of the government.Therefore,Yanbian Prefecture ginseng market circulation supervision will be one of the focus of the government’s next work.This paper tries to analyze the regulation of ginseng market circulation by using the relevant knowledge of public management and the method of individual interview and literature research,so as to solve the regulation optimization problem of ginseng market circulation.Based on the analysis of the current situation of ginseng market circulation supervision in Yanbian Prefecture,this paper summarizes the existing problems such as the difficulty in tracing the source of product circulation,the complexity of the content of regulatory application standards,the backwardness of law enforcement basis,and the lack of accountability after the implementation.And the reasons for these problems are obtained from the aspects of regulatory traceability,evaluation,regulation and accountability.Based on the advanced experience of Xiamen City and Zhangqiu City in China,combined with the actual situation of the supervision of ginseng market circulation in Yanbian Prefecture,the optimization paths for ginseng market circulation supervision in Yanbian Prefecture are given,such as establishing product quality traceability system,improving product supervision standardization system,updating product supervision laws and regulations,and improving supervision accountability mechanism.This paper gives a preliminary theoretical discussion on how the government optimizes the regulation of ginseng market circulation from the micro level,hoping to provide some references for the supervision and optimization of ginseng market circulation in Yanbian Prefecture. |
