State-level new areas are comprehensive functional areas approved by State Council of the PRC to undertake major national development and the strategic task of reform and opening-up,and are important spatial units for the exploitation of China’s land resources and the coordination of regional development.With high policy authority,good development environment and huge potential for industrial complexes,national-level new areas have become demonstration and experimental areas for opening up and cooperation with foreign countries,industrial integration development,as well as system and mechanism innovation.With the full-scale implementation of national strategic projects such as "One Belt,One Road","Yangtze River Economic Belt" and "Reviving Old Industrial Base of the Northeast China",new state-level areas will face new development opportunities and potential risks and hazards in playing own advantages and promoting regional economic development.Since the outbreak of the world financial crisis in 2008,China’s domestic economic situation has been severe,with economic growth decreasing year by year.In 2014,the China’s economy entered the "The three period superimposed" phase,and China began to restructure the economy and resolve excess production capacity.As a resource-rich province,the economic development of Heilongjiang Province was seriously affected,with the provincial capital,Harbin,continuing to run at a low level in terms of key economic indicators.In this context,since the beginning of its construction,Harbin New Area has been tasked with the important mission of revitalizing the economy of Heilongjiang,striving to play a role in boosting regional economic development,strengthening foreign trade and economic exchanges,and promoting the integration of industrial and urban development.In September 2021,the State Council approved 14 th Five-Year Plan for the Comprehensive Revitalization of Northeast China,which put forward new requirements for the revitalization and development of the old industrial bases in Northeast China,including Harbin New Area.In September 2021,the State Council approved the "14th Five-Year Plan for the Comprehensive Revitalization of Northeast China",which has put forward new requirements for the revitalization of the old industrial bases in Northeast China,including Harbin New Area.Therefore,what strategies should be adopted at this stage to realize the high-quality development of the New Area and promote the comprehensive revitalization of Heilongjiang Province has become a realistic issue that needs to be studied and resolved.In order to improve the shortcomings in the development and construction of Harbin New Area,based on the new requirements for the New Area in the 14 th Five-Year Plan for the Comprehensive Revitalization of Northeast China,this paper applies law of comparative advantage,analyzes the internal and external environment of the New Area,learns from the advanced experience of national-level new areas in developed regions,and tries to propose countermeasures to accelerate the high-quality development of Harbin New Area,so as to provide new ideas and explore feasible paths for theoretical research on national-level new areas. |
