| The inspection,testing and certification industry,including measurement,standards,inspection and testing,and certification and accreditation,is a national quality infrastructure recognized by the United Nations.It is related to national security,supports national governance,and is an important technical support for the strategy of "powering the country with quality".The industry exists in the entire life cycle of manufacturing and service industries,and is integrated into all aspects of economic and social life.It is an important aspect of the country’s high-quality development and a technical weapon for major country diplomacy and international trade.At present,our country’s inspection,testing and certification industry is still in the initial stage of development.The domestic market presents that foreign-funded institutions being strong,state-owned institutions being weak,small and scattered.The technical strength,market capacity and international competitiveness of state-owned institutions are at a relative disadvantage compared to foreign-funded institutions.It is of great practical significance to discuss how to develop domestic inspection,testing and certification institutions,break technological monopoly,and achieve technological self-impro vement.Shandong Special Equipment Inspection and Testing Group was transformed from the original provincial special equipment inspection and testing agency and provincial certification and evaluation center,and it is the first provincial special equipment inspection and testing agency in our country to complete the market-oriented reform,which is quite representative as evidence and case analysis.Meanwhile,SDIC Group successfully invested in Shandong Special Equipment Inspection and Testing Group.The Group historically transform to central government owned enterprises.It is the first time in the country.Selecting the Group as the research object and using strategic management theory for analysis will have a strong representation for the industry.It can also play a reference role in the development of inspection and testing institutions under the three systems of our country’s existing institutions,including public Institution,provincial state-owned enterprises and central government owned enterprises.This research mainly uses the methods of literature review,interview survey and questionnaire survey to sort out the development status of domestic and foreign inspection and testing institutions,combined with the analysis of the external environment and internal resources of the research object,to explore the next development strategy suitable for Shandong Special Equipment Inspection and Testing Group.Through PEST analysis and Porter’s five forces analysis model to analyze the macro environment and industry environment of the Group,it is found that the main opportunities include national policy support,good domestic economic environment,"One Belt One Road",carbon peak,carbon Neutralization and other national strategic opportunities,consumer quality demand stimulation,etc.The main threats include the uncertainty of institutional reform,the uncertainty of national trade,the lack of market regulation,and the influx of capital leading to intensified competition.Then use the resource theory to analyze the internal development conditions of the group,and find that the main advantages of its development are reflected in qualifications,technical personnel,technology platforms,instruments and equipment,administrative resources,service capabilities,etc.The main disadvantages are lack of market capabilities,insuficient scale,lack of motivation for innovation,brand influence,service awareness and other aspects.Through the use of SWOT analysis,QSPM matrix analysis,and the combination of quantitative and qualitative analysis,the growth strategy is established as the group’s development strategy,and formulating short-term,medium-term and long-term strategic planning.The implementation of the strategy includes improving service levels,expanding market scope,improving operational efficiency,coordinating business development,and attaching importance to the advancement of technology research and development.The safeguard measures include strengthening organizational leadership,improving corporate governance,strengthening team building,optimizing management models,and improving capital efficiency.Through the research on the development strategy of Shandong Special Equipment Inspection and Testing Group,it can not only provide theoretical support and academic opinions for the next strategic development of the research object,but also provide a good reference for the majority of inspection,testing and certification institutions to solve current development problems and sort out later development ideas. |
