| The establishment of performance culture as the core of the enterprise culture is the current enterprise widely recognized management concept.State-owned enterprises as the mainstay of national economy development,with the advancement of the restructuring and transformation work,performance management has become an important part of the management system of state-owned enterprises,but there are still some problems in the process of practice needs to be improved,especially the functions of the management of performance management is the most difficult to grasp,is also the most difficult to implement.ZQ Company,as a typical state-owned enterprise,also encountered the same problem.In this thesis,the functional department managers of ZQ company as the research object,based on a systematic study of performance management theory,methods and a large number of domestic and foreign relevant literature,mainly through questionnaire survey and on-site interviews to sort out the status quo of the functional department managers performance management,found the existing problems in performance management.In view of the problems and reasons of performance management,combined with the theory and tools of performance management,the objectives,principles and optimization ideas of performance management system optimization design of ZQ company’s functional departments are established.With the help of management tools such as balanced scorecard and KPI,the optimization scheme is designed mainly from the aspects of performance assessment index system,performance management process system,performance management system and organizational guarantee system of performance management,and the application of performance assessment results is further improved and enriched.The main research conclusions of this thesis include:First,through the in-depth discussion of ZQ company functional department managers performance management system existing problems and the underlying causes of the problem.After summarizing the management do not take the,performance oriented enterprise culture formation and lack of system of system design are three main reasons led to ZQ company performance management system cannot give full play to its value,unable to effectively motivate staff work enthusiasm,initiative and creativity,is not conducive to the company strategic goals to achieve,will also slow down the process of enterprise rapid development.Secondly,the paper studies the optimization of the performance management system of ZQ company’s functional department managers by combining the balanced scorecard and key performance indicator system.According to the optimization process of the performance management system,a multi-dimensional performance appraisal system for the managers of functional departments of state-owned enterprises is established,which is oriented by strategic objectives and takes into account quantitative and qualitative indicators,business indicators and attitude indicators.Meanwhile,relevant safeguard measures are put forward to ensure the effective operation of the performance management system.Third,the performance of the optimization of management system,establish and improve the enterprise performance management of the two-way communication mechanism and dynamic adjustment mechanism,the application scope of the performance appraisal results extend to other aspects of human resource management,widen the path of the employee’s career advancement and growth,not only stimulate the incentive function of performance management work,Also enhanced the enterprise human resource management on the enterprise strategy to promote the implementation.Innovation point of this article is a established company based on the strategic target of KPI system,according to the balanced scorecard theory from the financial,customer,internal business,learning and growth four dimensions to establish a company,department,post three levels of performance index system,not only strengthen the correlation between the index and the enterprise overall strategic target,achieve the company performance evaluation of strategic orientation;At the same time,it also strengthens the correlation between indicators,making the assessment more reasonable and perfect.Second,by combining quantitative and qualitative indicators,task performance indicators and attitude and ability indicators,the difficulties and pain points of managers in functional departments of State-Owned enterprises that cannot be quantified and measured can be solved,and the gap can be truly widened through performance appraisal.Break the enterprise’s long-term existence of "good or bad,do more or less,do and do not do the same" the principle of average salary,so that the functional department managers get work,stimulate the staff s initiative and enthusiasm.Functions in this thesis,the ZQ company management personnel performance management system is studied,and sincerely hope that the optimized scheme can effectively improve ZQ company relevant personnel performance management level,effectively stimulate managers
