Research On The Problems And Countermeasures In Grain Minimum Purchase Price Policy Implementation In Sichuan

Protecting farmers’ income with grain production,promoting the steady development for the grain industry,and ensuring national food security have always been the top priorities in the governmental management.The Central government has always attached great importance to the grain issue.Since the beginning of the 21 st century,it has raised the problem to an unprecedented strategic height and gradually established a series of regulation policies with the minimum purchase price policy as the core.Since its implementation,the minimum grain purchase price policy has been a crucial means for the government to remedy market failures and regulate the economy.It is closely linked with the operation of the national economy and plays a significant role in economic development and social stability.This paper studies the implementation of the grain minimum purchase price policy through taking Sichuan Province as an example.Based on the perspective of public management,this paper analyzes the basic concepts,classification and characteristics of grain purchase policy,grain minimum purchase price policy and grain minimum purchase price policy implementation,also explains the rationality and necessity of its implementation.This paper is based on food security,market failure,and policy tool theories,Starting from the perspective of all participants and combining with the practical experience of implementing the minimum grain purchase price policy in recent years.It sets the implementation in Sichuan province minimum grain purchase prices as the breakthrough point,after using literature study,questionnaire survey method,interview method,it explores and summarizes the current situation of the implementation for the minimum purchase price policy in Sichuan province from the three aspects with system construction,organizational structure and working mechanism,and puts forward the main problems and the reasons.Under the distribution of 300 questionnaires from grain selling farmers and grain enterprises staff as well as the interviews with participants,it can be seen that there are the following problems in the implementation of the minimum grain purchase price policy in Sichuan Province: There are "selective implementation","mechanical implementation" and "delayed implementation" in policy implementation.According to the actual situation and literature,this paper proposes countermeasures and suggestions for optimizing the implementation of the minimum purchase price policy in Sichuan Province,including perfecting the policy implementation system,perfecting the management mechanism for policy implementation,and perfecting the guarantee system for policy implementation.This paper expands the application and practice of policy tool theory and other relevant theories in the field of minimum grain purchase price,and focuses on the effectiveness and difficulties of the implementation for minimum grain purchase price within the scope of Sichuan Province.It is of great reference value to explore and compare the research from different participants under the implementation of the minimum purchase price policy.
