Analysis On The Effect Of Grain Minimum Purchase Price Policy And Study On The Path Of Improvement

For the country,the food of status is essential,it is not only the material basis for people to survive,but also the country's strategic resources.China is a large population,with the population growth and people's living standards continue to improve,the demand for food is also growing.In order to guarantee the national grain security and enhance the grain production capacity,the state introduced the minimum purchase price policy in 2004,aiming to acquire the grain farmer's income through the acquisition,increase the enthusiasm of the farmers and increase the grain supply,so as to protect the grain supply National food security.The minimum purchase price of grain in the twinkling of an eye for nearly 12 years,during which the implementation of the effect,what problems,there is no better measures to promote the implementation of sustained and healthy policy,we are puzzled.Therefore,the analysis of the effect of the implementation of the minimum purchase price policy and the improvement of the study can not only test the effect of policy implementation,but also find out the existing problems and perfect the policy,which is of great practical significance to the effective guarantee of food security in China.As the evolution and development of any policy are dependent on the national environment,this paper first reviewed the evolution of the national food conservation policy track,the minimum purchase price policy has a preliminary understanding of the origin.And then use the public economics theory of public goods and market failure theory and other economic tools on the implementation of the minimum purchase price policy of grain basis and theoretical results of reasoning and elaboration,followed by Henan Province,wheat,for example,the use of fixed effect model An Empirical Analysis on the Effect of Farmers' Income and Yield on the Minimum Purchase Price of Wheat in Henan Province.And in order to ensure the consistency of theory and practice,and in order to ensure the accuracy of the argument,we conducted a statistical analysis of the actual results of the objectives in the form of questionnaires.Finally,based on the problems reflected in the empirical and questionnaire,combined with foreign experience and domestic discussion on the basis of the proposed minimum purchase price policy recommendations.This article has the following conclusions.Based on the empirical analysis and analysis of the effect of the minimum purchase price policy on wheat in Henan Province,we conclude that the implementation of the minimum purchase price policy of wheat has a positive effect on enhancing the enthusiasm of farmers and the increase of farmers' income,but the effect is weak,Policy implementation results are not satisfied.And then through the experience of domestic and foreign experience,this paper that should be based on the improvement of the minimum purchase price policy on the basis of active establishment of agricultural insurance system,agricultural insurance as the minimum purchase price of grain improvement breakthrough point,it is recommended to establish the agricultural insurance system as the core Diversified agricultural subsidy system.
