China’s public rental housing system was originally established to solve the housing problem of urban "sandwich layer" groups,with the characteristics of emergency and temporary,resulting in the attention to the early access and later withdrawal and neglect of the process of renting between people and houses,forming a "short-term effect,light longterm mechanism" situation.Under the constraints of scarce urban land resources and limited demand,the increment of public rental housing is limited,and the government no longer advocates the development and construction of public rental housing simply."Operation is king" is the call of the current real estate industry to revitalize the stock resources and ensure the housing demand of residents who meet the conditions of public rental housing application.At the same time,the housing market should also meet the needs of residents who already have the right to use public rental housing,but want to change their houses for work or family reasons.Therefore,forming a fair distribution and orderly management of public rental housing distribution mechanism has become an urgent problem for the government to solve.In this paper,the existing old tenants that are widely used in the back room adjustment mechanism and the distribution of abroad is mainly used in college students’ dormitory A-S-TTC mechanism as the main object of study,in theory,proved that the old tenants teng back adjustment mechanism is not without A strategy mechanism,cannot ensure the utility of the old tenants don’t descend,and the tenant under this mechanism has no dominant strategy.A-S-TTC mechanism improves and optimizes the turnover adjustment mechanism of old tenants,and is A non-policy mechanism,which can ensure that the utility of old tenants does not decline at least.Under this mechanism,the old tenants participate in the allocation,and both the old and the new tenants express that the real preference is their dominant strategy.However,in the actual decision-making under uncertain conditions,participants cannot carry out accurate probable reasoning to the decisions of other participants,especially when the number of participants is large,the decision-making becomes difficult,participants often deviate from the theoretical dominant strategy,and AS-TTC mechanism cannot realize OSP.Finally,we find evidence from experimental economics and simulate the adjustment process of public rental housing in our country in the laboratory.Found that the tenant in the old tenant back room adjustment mechanism under the efficiency on the whole,not in A-S-TTC under the mechanism of high efficiency,and the old tenants when making decisions are not always "honest",the condition of the distortion of preference,preference,new tenants will be distorted and theory of phase deviation,A-S-just SP but not OSP TTC mechanism,according to the OSP this standard,the tenant distorted preferences can be regarded as A kind of normal behavior.According to the theoretical and experimental conclusions,China should not only take into account the "perfect situation" of the mechanism operation when formulating a set of procedures for the adjustment process of public rental housing,but also combine theory with practical decision-making,so that participants can have sufficient learning opportunities and guide them to make rational decisions.In order to establish a fair and effective public rental housing long-term mechanism to continue to try. |
