The Impact Of U.S. TBT Measures On Export Product Quality Of Chinese Manufacturing Enterprises

Non-tariff measures other than tariffs refer to policy measures that can have an economic impact on international trade by changing the number of transactions or transaction prices.Under the influence of WTO’s multi-round negotiation and negotiation,while tariff barriers are gradually stayed out of press,non-tariff measures are increasingly favored by countries due to their wide range and multiple methods.As a kind of NTMs,TBTs are for the purpose of protecting human safety and health,environment protection,and anti-fraud.They must not be discriminatory in their use.However,due to its wide involved range and high concealment characteristics,TBT measures have gradually shown a trend of development as a new type of trade protection means.This article first describes the impact of TBT measures on trade and export quality,and finds that notifications of TBT measures are becoming more frequent and the number of notifications is on the rise.Secondly,with China’s customs data and TBT measures notification data from 2000 to 2015,the Difference-in-Difference method is used to analyze the impact of US TBT measures on the quality of Chinese manufacturing enterprises’ export products from the product level.The article has shown that the implementation of TBT by the United States on China has negatively affected the quality of exported products of the impacted manufacturing companies,and this impact is continuous.With the product heterogeneity,examining the impact of US TBT measures on the quality of export products,we find that the quality impacts of capital-intensive,labor-intensive products and intermediate products are significantly negative,but no matter which type of product,in the same type,products with lower quality suffered more negative impact.Consequently,some suggestions are come up.While improving the early warning system for TBT,government can actively participate in the formulation of international technical standards,offer policy support for enterprises,maintain nation and enterprises economic interests.And at the meantime the Government should create an environment of policy for export companies to encourage them to devote themselves to R&D innovation and product quality upgrading.
