| Since the reform and opening up,the scale of China exports has expanded constantly, and cross-border trade has become more and more significant in driving the growth of national economy. However, along with the fading of the domestic demographic dividend and the tightening of resource and environmental policies, the production costs of low-end manufacturing industries have continued to rise.At the same time, the idea of anti-globalization has spread around the world and trade disputes among countries have continued to escalate. In recent years, the growth rate of China export trade has slowed down significantly, and the dilemma of low-quality and cheap products has become the main bottleneck for the improvement of the country’s export competitiveness. In this context, improving the qual ity of export products has become an important starting point to maintain the stable development of the country’s export. On the other hand, with the gradual improvement of China’s standardization system,a large number of enterprises have begun to partici pate in the formulation of national standards under the dual promotion of policies and markets,so whether the decision of enterprises can improve and how can it improve the quality of the enterprises’ export products quality? These are the problems that this dissertation tries to address.Considering the above problems,I first conduct a comparatively comprehensive analysis of national standards of China and the status quo of export product quality, and then systematically sort out the existing relevant research, claiming that enterprises’ participating in the formulation of national standards may improve the export product quality through knowledge spillover and sharing channel, total factor productivity channel and technology innovation efficiency channel.Further, based on the microdata at the enterprise level from2000 to 2013,I use the propensity score matching-difference in difference model to verify that enterprises’ participating in the formulation of national standards can significantly improve th e export product quality, and this conclusion shows robustness when conducting a series of tests. The promotion effect of enterprises’ participating in the formulation of national standards on export product quality also shows heterogeneity due to the natu re of standards, the type of enterprise ownership and the type of industry: First, the promotion effect of enterprises participating in mandatory national standards is greater than that of participating in recommendation national standard;second, the parti cipation of state-owned enterprises in the formulation of national standards has the greatest improvement in the export product quality, followed by foreign enterprises, while private enterprises’ participation in the formulation of national standards has the least effect on quality improvement;third, compared with those in labor-intensive and capital-intensive industries, companies in technology-intensive industries participating in the formulation of national standards can reap greater quality upgrades for export products;finally, through the social network analysis method and the mediation effect model,I verify that knowledge spillover and sharing and improving total factor productivity are important ways for enterprises’ participating in the formulation of national standards to affect the export product quality. In order to further improve China’s national standard system and promote the quality upgrade of China’s export products, this paper puts forward the following policy advice: Enterprises should en hance their own technical capabilities and human resource in standardization, and increase their enthusiasm for participating in standard formulation and revision. At the same time, the government should implement corresponding policies to support enterpri ses’ participating in standard formulation, and play the role as a "middleman" in the process of standard formulation. |
