Research On The Difficulties And Countermeasures Of F City Government Procurement Bid Evaluation Management

As one of the forms of public financial expenditure,government procurement plays an important role in improving the efficiency of financial funds,safeguarding national interests and social public interests,and improving market competitiveness.It also plays an irreplaceable role in the development of social economy.Bid evaluation is based on the principles of openness,fairness,justice,honesty and credibility.As the key link of government procurement,the evaluation results directly affect the interests of bidders and the credibility of the government.However,there are still some problems to be solved in the actual operation process of government procurement bid evaluation.Therefore,the content of government procurement bid evaluation management is worth in-depth study research.Through literature research,case analysis,social research and other research methods,from the concept of government procurement,bid evaluation and other concepts,based on the relevant theory of public management,this paper summarizes the problems existing in the actual work of bid evaluation management with the sample of F City,analyzes the problems from three aspects of process,information disclosure process and system standardization,and then makes a deep analysis of the problems In this paper,the author analyzes the reasons from the aspects of operation procedure,system mechanism and personnel quality.Through the research,it is found that the lack of bid evaluation management mechanism and the defects of supervision system are the important reasons for the low efficiency of bid evaluation management;in addition,the poor professional quality of procurement personnel is also the obvious reason for the low efficiency of bid evaluation management.At present,in view of some phenomena and problems existing in the management of bid evaluation,the state has not yet formed a unified standard,and each region only formulates its own management methods according to the existing laws and regulations.Finally,this paper puts forward some suggestions to optimize the management of government procurement bid evaluation,trying to put forward specific countermeasures from the aspects of expert management,standardizing bid evaluation process,improving supervision mechanism,and strengthening the construction of procurement team,so as to improve the management efficiency of government procurement bid evaluation,promote the healthy development of market economy,and provide practical feasibility for further creating an"open and transparent" trading environment Methods.
