| Big data has given new growth momentum to the high-quality development of China’s economy,accompanied by corresponding risks and challenges.The problems exposed by big data security have attracted widespread attention in the world,and many countries,including China,have successively issued corresponding policies and regulations to safeguard data security and protect the privacy of data subjects and other data rights and interests.The extraction of key elements of big data security policy is helpful to clarify the basic system and basic content of China’s big data security policy,and then compare and analyze the content of big data security policy in other countries.Effect evaluation is a reflection of the effectiveness of policy implementation,and its purpose is to obtain realistic feedback on policy implementation,and clarify the optimization direction of policy formulation and implementation according to actual feedback.Critical path analysis can further explore the role mechanism of policy,clarify the role path of policy implementation to have actual impact,and provide a feasible path for better achieving policy goals.The element extraction,effect evaluation and critical path analysis of big data security policy can observe the development status of China’s big data security from the aspects of the content and implementation effect of the policy text,explore the optimization path to promote the development of China’s big data security,and then give targeted suggestions to improve the development level of China’s big data security.The main research contents of this paper are as follows:(1)Collect the policy texts on data security topics in China,the United States and EU countries,use the content analysis method,combine the institutional text theory,extract the key elements of big data security policy,and systematically construct a big data security policy text theoretical framework supported by the concept planning layer,the basic system layer and the guarantee implementation layer.On the basis of this framework,it is found that China’s big data security policy text still has problems such as incomplete coverage,imbalance in the proportion of policy elements,and heavy punishment over encouragement.(2)Taking the spatial correlation relationship of inter-provincial big data security development as the evaluation dimension,evaluate the implementation effect of big data security policies in each province.The effect evaluation of this paper stands from the perspective of the network as a whole rather than the independent perspective,and focuses more on the analysis of relational data than the evaluation of attribute data.Based on this,with the help of social network analysis,this paper studies and analyzes the network structure and network node centrality of China’s interprovincial big data security space,and divides the regions in the network into four different functional sectors,namely two-way spillover plate,broker sector,net spillover plate and net benefit sector.It is found that the closeness and stability of China’s interprovincial big data security space association network need to be strengthened.There is significant regional imbalance in the security development of big data,and the spillover and reception effects between plates are obvious,but the overflow path between major plates needs to be expanded and improved.(3)The key path to promote the development of regional big data security is analyzed from the two aspects of the establishment of inter-provincial big data security space correlation relationship and the improvement of provincial big data security capability.Firstly,through the QAP method combined with the PEST model,the favorable factors that promote the formation of interprovincial big data security space association network are analyzed from the macro environment level.It is found that the differences between regions in terms of economic development level,industrial structure,human capital and big data industry development have a positive promoting effect on the establishment of the security space association relationship of big data,while the geographical distance shows a certain negative impact.Then,based on the key elements of big data security policy extracted above,the clear set qualitative comparative analysis method is used to explore the key path of big data security policy in the province to promote the improvement of local big data security capability from the micro level.It is found that the improvement of big data security capabilities by big data security policies can be mainly divided into "technology improvement" path and "comprehensive management path".Based on the above research content and research conclusions,this paper gives corresponding big data security policy optimization suggestions from three aspects:promoting the improvement of big data security policy,strengthening the interprovincial collaborative governance of big data security,and optimizing the implementation of big data security policy in various provinces. |
