With the transformation and modernization of China’s economy,the chip and integrated circuit related industries have developed rapidly since the 21 st century.However,since 2018,the United States government has formulated a series of measures to limit the development of related enterprises in China,and the chip industry is facing the greatest pressure.The chip industry cannot rely on technology transfer from developed countries,but must conduct independent innovation.However,there is often greater uncertainty in independent research and development activities,and many chip companies are worried about risks and unwilling to invest a large amount of funds in independent research and development.In this context,government intervention is particularly important.Government intervention can provide preferential policies for the chip industry and send a good signal.In order to change the development status of China’s chip industry,governments at all levels have provided various subsidies.So,what is the significance of huge government subsidies,which will bring new impetus to the development of chip companies? Or is it a resource mismatch? These issues are worth further exploration.This article selects Mega Innovation,an industry representative of chip companies,as a case study,and conducts research around the idea of why companies receive assistance,the scale,and the impact of government subsidies on innovation performance,as well as the problems that need to be addressed.Through the study of this article,finally,suggestions are made from both the corporate and government levels.The following enlightenment can be drawn from the case of Zhaoyi Innovation:Scientific and innovative enterprises have characteristics such as high technical barriers,large investment,and long return cycles.It is difficult to survive and develop solely on their own capabilities.Therefore,when faced with technical and financial difficulties,enterprises can actively seek cooperation and assistance from relevant government departments to improve their and innovation capabilities,break through development difficulties,and remove obstacles in their own innovation catch-up process.
