Research On The Support Policy For The Construction Of Green Industry Talent Team In Chongming Distric

Since 2017,some new first tier cities have started the "competition for talents".At the time when the demographic dividend is gradually shrinking and the aging is starting to increase,the importance of talents for regional development has become more prominent.Chongming District has always attached great importance to the development of green industries.In the past decade,it has closed down backward industries with poor economic benefits,serious pollution and high energy consumption through industrial adjustment,hoping to take this opportunity to develop green industries.However,in the process of development exploration,problems such as "difficult to retain talents","talent quality does not match the industrial development" have restricted the development of enterprises and the green industry.High quality industries and high-quality talents often go hand in hand.The "competition for talents" carried out all over the country,one after another,offered sincere policies,and indeed achieved some results.Therefore,the author hopes to help the construction and development of green industry talent team in Chongming District through the research of support policies.This paper focuses on the green industry in Chongming District to carry out research on the support policies for talent team building.Based on local yearbooks,statistical open data,questionnaires and field interviews,this paper deeply studies the weak links in the current support policies in Chongming District,combines similar policies in similar regions,and analyzes and compares the current shortcomings of the support policies The problems exposed in the implementation process and the demands of policy related groups.The study found that the current green industry talent team building support policy in Chongming District has problems such as low awareness of the policy,little effect of the talent policy,inaccurate publicity channels,incomplete policy implementation,and insufficient industrial policy support.Combined with the basic content of Smith’s policy implementation model and the practical application mode of collaborative governance,this paper analyzes its deep-seated reasons.The above problems are caused by the weak guidance of the supporting policy for the construction of green industry talent team in Chongming District,the inaccurate policy objectives,the lack of coordination between industry and talent policies,the lack of retention mechanism and other reasons.Based on this,this paper puts forward suggestions such as clear policy guidance in overall planning,precise positioning of policy target groups,strengthening the collaborative governance of industry and talents,establishing a policy implementation evaluation system,strengthening technology guidance and expanding publicity effect,optimizing business environment and strengthening retention mechanism.
