On July 24,2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Students’ Homework and Off-school Training in Compulsory Education.At present,the most prominent problem of compulsory education is the heavy burden on students,and parents are involved in the "bottomless" education competition.Off-school training institutions have become another education system in the country besides schools.The number of institutions should be equal to the number of schools.The problems are also numerous and numerous.The utilitarian and short-sighted problems of education are serious,which has violated the original intention of education."Double reduction" requires to vigorously promote the development of quality education.While implementing the relevant provisions of the policy and ensuring that students’ spare time is truly guaranteed,strengthening the physical exercise of teenagers,improving their personality,and establishing the correct education concept of "health first" are the work contents that should be "increased" after "reduction".This paper takes the "double reduction" policy as the background,combined with the current new policy documents of school physical education,and takes the current situation of physical education in primary and secondary schools in Taiyuan City as the research object to carry out investigation and research,find out the problems existing in the overall physical education work in primary and secondary schools in Taiyuan City after the "double reduction",and put forward constructive suggestions to further implement the "double reduction" policy,and take the "double reduction" opportunity to help improve the quality and efficiency of physical education work in primary and secondary schools.This paper uses the methods of literature,interview,questionnaire,mathematical statistics,logical analysis and field investigation to investigate the physical education courses,policy implementation,after-school services,and the status quo of teachers and venues in 60 primary and secondary schools in Yingze District,Wanbailin District,Jiancaoping District,Xinghualing District,and Xiaodian District of Taiyuan City,find the existing problems and give suggestions and countermeasures for the development of physical education in primary and secondary schools after the policy,The survey results are as follows:1.After the "double reduction",the overall physical education teaching in primary and secondary schools in Taiyuan is in good condition.While the number of class hours can be guaranteed and the course can be opened normally,the teaching situation is basically in accordance with the "Physical Education and Health Curriculum Standard"(2022),and 85% of the surveyed students are satisfied with the overall situation of physical education at the current stage.2.The overall implementation of the "double reduction" policy in primary and secondary schools in Taiyuan City is good,and the students’ academic burden is significantly reduced compared with that before the "double reduction".A small number of students said that the school still has punitive and repetitive assignments,as well as illegal arrangements of different forms of examinations.Hidden variation violation training still exists,and is difficult to identify and investigate.Most parents are worried about their students’ academic future.3.After the "double reduction",the after-school service of primary and secondary schools in Taiyuan City is in good condition as a whole.More than 70% of the schools surveyed carry out after-school delayed sports service every day,and students are highly motivated to participate.There is a phenomenon of "going through the motions" and "formalization" of after-school sports services.Teachers’ enthusiasm for participation is low.The proportion of the third party participating in the delayed sports service after class is low.4.After the "double reduction",the overall development of after-school sports activities in primary and secondary schools in Taiyuan is excellent,with comprehensive activities and extensive projects.There is a lack of innovation in the design of characteristic projects.5.There is a shortage of teachers and venues.Due to the "chain reaction" brought by the "double reduction",the workload of campus sports has increased sharply.Without a large increase in the number of teachers,the workload per capita has increased,resulting in an increase in the workload of physical education teachers,and the situation that they are tired of dealing with daily work.Before and after the policy,the number and quality of venues and facilities changed little.Teachers’ satisfaction with school sports venues and facilities was far lower than that of students.35% of physical education teachers believed that school sports funds could not meet the normal applicatioAccording to the existing problems mentioned above,the following development strategies are proposed:1.Relevant education departments and the government and schools should deepen the cooperation system,strengthen the implementation of the "double reduction" policy,innovate and improve the school supervision system,and unblock the reporting hotline of the education supervision department;Improve social supervision,and eliminate hidden variation and violations of off-campus discipline training to the maximum extent.2.We will improve the linkage mechanism of "family,school and community" and form a good social situation in which family and school work together.3.Broaden the scope of recruitment of physical education teachers,improve the quality of the teaching staff and salary,improve incentive policies,and enhance the subjective participation of physical education teachers.4.Increase the proportion of sports funds,develop special and traditional projects,and regularly renovate the facilities and equipment.5.In a short time,increase the proportion of the third party to participate in the delayed after-school sports service,improve the quality and efficiency of after-school service,and give each school a certain buffer period to fill the vacancy of teachers in the school. |
