| International organizations are the core actors of global governance and play an important role in promoting exchanges and cooperation among countries,resolving conflicts and disputes,and promoting peace and development,so the study of international organizations’ talents is the key to understand the governance of international organizations.However,there are few references to the talents of international organizations abroad,and a similar one is the research on international civil servants.As subjects of international organizations,international civil servants are spokespersons of international morality,masters of expertise and interpreters of ambiguous rules,playing an important role in international organizations,and their quality,ability and level largely determine the operational efficiency of international organizations and have an important impact on the resolution and policy implementation aspects of international organizations.Given that most of our scholars refer to the staff of international organizations as international organization talents,the object of this study is international organization talents.In this study,the following questions are asked: What are the characteristics of international organizations’ talent development in Switzerland? What is the role of the Swiss Federal Department of Foreign Affairs in it? How do Swiss universities train talents for international organizations under the coordination and integration of the government? What is the role of Swiss career guidance institutions? To address these questions,this study uses holistic governance as the theoretical basis,literature research and case study methods to explore the characteristics of the Swiss Ministry of Foreign Affairs,universities and career guidance institutions in the training of international organizations personnel at the practical level.This study finds that: first,the Swiss Federal Department of Foreign Affairs is the center of coordination and integration of internal departments of the central government,integration with subordinate agencies,the Swiss Agency for Development Cooperation,and integration and synergy with local governments in Geneva;second,Swiss universities promote the training of talents for international organizations under the coordination mechanisms of value synergy,information sharing,and guidance and mobilization;third,the Swiss social career guidance agencies Cinfo and university career guidance centers perform the talent development function through vertical integration and horizontal coordination. |
