| Non-academic continuing education in colleges and universities shoulders the important task of supplementing knowledge,improving skills and building a modern education system that serves lifelong learning for the whole people.Under the background of deepening economic and social reforms,it has become an important research topic to boost and improve the modernization of governance system and governance capacity of non-academic continuing education in colleges and universities.As an important part of constructing lifelong education system,non-academic continuing education in regular colleges and universities plays an important role in promoting learning society.Therefore,vigorously developing non-academic continuing education in colleges and universities is beneficial to promote the development of further education in our country and is helpful to speed up the construction process of lifelong education system.This study focuses on the topic of non-academic continuing education in ordinary colleges and universities.Supported by governance theory,resource dependence theory and human capital theory,this study adopts empirical investigation and analysis methods to understand the current development process of non-academic continuing education in ordinary colleges and universities,excavate the problems,analyze the reasons,and finally propose appropriate measures.This study uses the literature method to sort out the development history of non-academic continuing education in ordinary colleges and universities,and divides the development stages of non-academic continuing education in ordinary colleges and universities into "key nodes",which lays the foundation for the subsequent analysis of problems,excavating reasons and proposing measures.After that,by means of questionnaire survey and interview,the current development status of non-academic continuing education in ordinary colleges and universities was investigated.On this basis,it analyzes the problems existing in the development process of non-academic continuing education in colleges and universities,namely,the polarization of development status,the shortage of financial input,the mixed management and running of schools,the deficiency of teachers,the homogenization of brand competition,the formalization of supervision and evaluation.The reasons for the problems lie in the incomplete implementation of lifelong education concept,the relative absence of laws and regulations,the weakening of public welfare attributes,the incomplete management mechanism and the imperfect quality evaluation system.On the basis of the above analysis and demonstration,this study continues to investigate,summarize and draw lessons from the experience of the development of non-academic continuing education in colleges and universities in the United States,Britain and Japan,and puts forward countermeasures and suggestions for the development of non-academic continuing education in colleges and universities: First,we should adhere to the concept of lifelong education,including promoting the concept of lifelong education into the development practice of non-academic continuing education in colleges and universities,clarifying the orientation of non-degree continuing education in colleges and universities,and persisting in strengthening the unity of public welfare and market role.Second,to establish and improve the relevant legal system of non-academic continuing education,mainly for learning from foreign experience,promoting the legislation of continuing education,improving the supporting laws and regulations of non-diploma continuing education in colleges and universities.Third,the establishment of a complete modern management system,mainly covering the implementation of centralized management of ordinary colleges and universities,appropriate delegation of power management,improve the professional level of management team.Fourth,to promote the participation of social forces in the development of non-academic continuing education in colleges and universities,the key is to persist in creating an institutional environment for social forces to participate in,with the integration of industry and education as the starting point to promote the participation of social forces.Fifth,build a diversified quality evaluation and supervision system,including giving play to the accountability role of educational supervision organizations,implementing self-evaluation of colleges and universities,and developing third-party educational intermediary organizations.Sixth,give play to the role of the articles of association of non-academic continuing education in colleges and universities,which is mainly manifested in formulating complete articles of association of non-diploma continuing education in colleges and universities and learning from the experience of the articles of association of non-academic continuing education in foreign colleges and universities. |
