As an important measure to improve the quality of preschool education,in recent years,many countries and international organizations have conducted in-depth research and practical exploration on the monitoring and improvement of preschool education quality,built their own or local preschool education quality monitoring system,and played the role of monitoring diagnosis,improvement and promotion.China also attaches great importance to the construction of preschool education quality monitoring system.Under this background,it is of great value to explore the construction of county preschool education quality monitoring operation system for the future operation of preschool education quality monitoring system in China.The main purpose of this study is to explore the theoretical model of the county preschool education quality monitoring operation system with China characteristics.Based on the theoretical basis of system theory and CIPP and the practical experience of typical countries,this study initially constructs the theoretical model of the county preschool education quality monitoring operation system by using the method of literature analysis.Through questionnaires and in-depth interviews,49 questionnaires and interview data of 18 related subjects from government supervision departments,government business administration departments,teaching and research departments and kindergarten directors in three counties of Zhejiang Province were obtained.The characteristics and difficulties of preschool education quality monitoring operation in China situation were summarized,and the initial operation system was revised.On this basis,the research contents were discussed and reflected.The contents and results of this study mainly include the following three parts:In the first part,the practical path model of county preschool education quality monitoring operation system is initially constructed.Firstly,based on the system theory and CIPP theory,the theoretical logic of preschool education quality monitoring operation system is constructed.Secondly,five representative countries,such as the United States,Britain,Australia,New Zealand and Singapore,are selected to sort out their pre-school education quality monitoring operation systems and summarize their advanced experience.Finally,based on the theoretical basis and practical experience,this paper constructs the practical path model of the county preschool education quality monitoring operation system in China,and explains its connotation.In the second part,based on the multi-subject perspective,revises the operation system of preschool education quality monitoring.Three counties in Zhejiang Province are selected as samples.Firstly,the present situation of various types of evaluation and supervision of preschool education in the sample counties,as well as different subjects such as the government,kindergarten directors and teachers,are investigated by questionnaire,so as to preliminarily grasp the views and understanding on the quality monitoring of preschool education and find out the problems and contradictions.Then,based on the results of the questionnaire survey,an interview outline was designed,and through in-depth interviews with four core subjects: supervision department,administrative department,teaching and research department and kindergarten director,the opinions and suggestions of different subjects on the construction of county preschool education quality monitoring operation system were deeply understood.Finally,based on the results of questionnaire survey and indepth interview,the county preschool education quality monitoring operation system is revised and optimized.In the third part,the author discusses the key links in the operation system of preschool education quality monitoring,and puts forward some suggestions for the development of the operation system of preschool education quality monitoring in the future.Based on the above research results,the researcher first analyzes and discusses the four key links of monitoring purpose,monitoring authority,monitoring process and monitoring results,and makes it clear that the above key links should be paid special attention to in the construction of the county preschool education quality monitoring operation system.Secondly,the researcher puts forward some suggestions: clarify the orientation and attach importance to the developmental function of quality monitoring;Clarify the government’s leadership and build a collaborative organization mechanism with multi-participation;Using information technology to speed up the construction of "internet plus" quality monitoring platform;Ways and means to enrich the application of pre-school education quality monitoring results.
