Temporal And Spatial Evolution And Empirical Study Of Human Capital And Regional Tourism Economic Efficiency

In this paper,31 provinces and cities in China are taken as the research objects,and DEA-MI model is used to comprehensively measure the human capital and regional tourism economic efficiency of each province and city,revealing the dynamic evolution law and regional differences between them,and scientifically judging whether there is a "mismatch" between them in time or region.Based on DEA-MI model,considering the regional heterogeneity,this paper uses Spatial Dubin Model(SDM)to analyze the temporal and spatial relationship between human capital and regional tourism economic efficiency,and to explore the mechanism and influence of human capital on regional tourism economic efficiency,so as to provide scientific basis for the rational allocation of appropriate human capital and the promotion of regional tourism economic efficiency.The empirical research results show that during the period from 2001 to 2018,the national tourism economic efficiency of tourism and its sub-sectors fluctuated around 1.000 as the baseline.The tourism economic efficiency of tourism and star-rated hotel industry has typical spatial law,which breaks through the spatial distribution of Hu Huanyong line and presents irregularity in space,while the travel agency industry basically accords with the distribution law of Hu Huanyong line.Taking 2018 as the time section,the middle and higher human capital also roughly meets the distribution law of "Hu Huanyong Line".During 2001-2018,the higher human capital of tourism and its sub-sectors in Northwest China negatively affected the tourism economic efficiency,but the medium human capital of star-rated hotel industry and travel agency industry had a positive correlation with the tourism economic efficiency,which indicated that its sub-sectors were still in labor-intensive format,with obvious industry unsuitability and regional differences,and tourism technology innovation,system quality and opening-up degree significantly affected the tourism economic efficiency in this region from different levels.Therefore,this paper puts forward some proposals from the following aspects: coordinating the tourism development planning between provinces and cities,optimizing the allocation of appropriate human capital,exerting the spatial spillover effect,and coordinating the development of regional tourism economy.
