Since the policy of reform and opening has measured,on one hand,Chinese economy experienced rapid development;on the other hand,the imbalance of regional economic growth has become more and more serious which has always been a key research subject.This paper chooses the eastern,the central and the western regions of our country as the research objects.Through combing relevant literature abroad and home,and from the perspective of education and health,we use comparative analysis and panel data models to study human capital for regional economic growth from qualitative and quantitative methods which is of great significance in promoting the healthy development of China's economy.First of all,this paper elaborates the transmission mechanism that educational human capital and health human capital have influenced on economic growth,and uses education and health as factors of production into the economic growth model,and derives the horizontal effects and growth effects from the theoretical model of the educational human capital and healthy human capital,respectively;then exams their impacts on the economy.Secondly,this paper uses the average year of education to measure the stock of the educational human capital in various regions of China.At the same time,it adopts function of multi-index comprehensive evaluation method to comprehensively measure the stock of healthy human capital in the eastern,the central and the western regions of China from the perspectives of living conditions,health services and medical care.In addition,the paper analyses the differences and its causes of the stock educational human capital and the stock of healthy human capital in various regions of China.Again,this paper builds regression equations based on theoretical models by using the panel data from 1996 to 2016 to calculate the output elasticity of educational human capital and healthy human capital from the real output of individual and economic growth rates in various regions of China,and to analyze the regional differences from the regional and capital perspective,then to draw relevant conclusions.The research results show that there are significant regional differences in the impact of educational human capital and healthy human capital on the actual output level and economic growth rate of each region in China.On the one hand,the impact of educational human capital on economic growth in the eastern regions of China exceeds physical capital,while economic growth in the central and the western region still depends on physical capital.On the other hand,healthy human capital will promote economic growth in the eastern and the western regions of China.However,it can only increase the real output of individual in the central region,and improve local welfare,other than significantly affect the economic growth rate.Finally,this article proposes policy suggestions for promoting regional economic growth in China:(1)The eastern region of China should not only maintain the advantages of investment in educational and healthy investment,but also pay attention to the coordinated distribution of educational resources and healthy resources within the region;(2)The central region of China should continue implementing the strategy of mid-region rejuvenation,in particular,it should not only increase the investment in education and medical resources,but also ensure the quality of educational resources and medical resources and propel the industrial structure upgrade;(3)The western region of China should continue the strategy of developing the western region to attract investment and talents,increase investment ineducation and health,and promote the economic growth model from extensive way to intensive way.
