| As the labor force continues to decline and the demographic dividend gradually disappears,China’s long-term factor-and investment-driven,primitive and rapid growth approach can no longer meet the needs of sustainable and high-quality development,and finding a win-win situation between economic growth and environmental improvement has become an inevitable requirement for China to promote green development.Green growth is a key requirement for China to achieve high quality economic growth,and human capital is a key driver of green growth.Based on panel data of 30 Chinese provinces and cities(excluding Tibet)from 2005-2019,this paper measures the level of advanced human capital structure by constructing a spatial vector inclusion,and constructs an improved super-efficiency SBM model based on non-expected output when measuring green economic efficiency,taking into account the spatial spillover effect and negative externalities of pollutant emissions.In order to better study the impact of advanced human capital structure on green economy efficiency in China,this paper constructs a fixed-effects model for empirical analysis and discusses it separately by region.It was found that(1)both the advanced human capital structure and green economic efficiency showed a slow upward trend during the sample period,except for a few provinces in individual years.The differences in the advanced human capital structure and green economic efficiency in different regions reveal the phenomenon of uneven development among regions.(2)Regardless of national or sub-regional levels,advanced human capital structure significantly improves green economic efficiency.A high level of advanced human capital structure can promote the growth of green economy.There are regional differences in the promotion of green economy efficiency by advanced human capital structure among different regions.(3)It is worth noting that provinces with low green economic efficiency are not highly industrialized provinces recognized by people based on experience,but are located at the center of a geographical cluster at the junction of multiple provinces,where pollution from multiple other provinces converges,resulting in low green development efficiency in central provinces.This once again proves that when evaluating and analyzing the efficiency of the green economy,the negative impact of unexpected inputs should be considered.Based on the research results,this paper puts forward the following policy recommendations:(1)Focus on talent cultivation and continuously improve the advanced level of human capital structure.(2)Pay attention to regional differences and promote the growth of green economy in a targeted manner.(3)Strengthen the disciplinary mechanism,improve the management of "beggar-thy-neighbor" behavior,and enhance the collaborative pollution management capacity among provinces and cities. |
