Research On The Construction Of Access Standards For After-school Sports Youth Training Institutions

In the context of "double reduction",in order to regulate market behavior,improve industry governance,prevent systemic risks,make effective regulation for out-of-school sports youth training industry,and promote its rectification and development,it is necessary to build a sound system of admission standards for out-of-school sports youth training institutions.This thesis takes the construction of access standards for out-of-school sports youth training institutions in Zhejiang Province as the research object,adopts questionnaire survey method,Delphi method and hierarchical analysis method,and constructs the access standards system for out-of-school sports youth training institutions based on a systematic and comprehensive review of the current situation of the market of out-of-school sports youth training institutions in Zhejiang Province,and concludes that.(1)For the out-of-school sports youth training institutions in Zhejiang Province,the main dilemmas are in the administrative and corporate governance dilemmas and the access mechanism dilemmas.Among them,the problems of government departments are the lack of supporting systems and the lack of integration of various departments;the problems of training institutions are the disorderly competition and the lack of training elements;the problems of access mechanism are mainly the solidification of the process and the poor communication of feedback work.(2)The final out-of-school sports youth training institutions access standards index system construction includes institutional settings,site facilities,practitioners,training content,access to the registration of five primary indicators,the operator,the name of the institution,start-up capital,legal representative,constitution,the nature of the site,site area,facilities and equipment,safety requirements and other 18 secondary indicators,should be a social organization outside the state institutions,enterprises or Natural persons,should have good credit standing,no criminal record,primary and secondary schools shall not hold or participate in the organization of training institutions,the name shall not contain ambiguous or misleading words,shall not be the common name of the product or service,shall not infringe on the prior rights of other subjects and other 39 tertiary indicators.(3)The index system of entry standards for out-of-school sports youth training institutions in Zhejiang Province meets the content and requirements of the Code of Conduct for Extracurricular Sports Training,which can reflect the normative and scientific nature of out-of-school sports training institutions in a more comprehensive manner and provide an effective reference for future market governance.It is recommended that a shared and integrated feedback platform and mechanism be established to dynamize the entry index and enhance the binding force of institutions.
