Research On The Practical Characteristics And Action Mechanism Of Emergency Volunteer Service Under Public Health Emergencies

With the progress and development of human civilization,public emergencies have shown a growing trend.From the perspective of the prevention and control of COVID-19,communities have become the forefront of responding to public emergencies,and it is imminent to promote the construction of community emergency system.As a part of the construction of the community emergency system,emergency volunteer service has gradually become an indispensable part of helping to solve major emergencies in China in many years of evolution and development.With the advantages of flexibility and timeliness,volunteer service has set up the "first line of defense" for lives and health of people.From the perspective of“structure-action”,this study attempts to summarize the emergency volunteer service mechanism through more than three months of participatory observation of emergency volunteer service in X Community combined with in-depth interviews with 12 volunteers.The study found that under the overall command of the government,emergency volunteer service in public health emergencies changed from disorder to autonomy and showed great resilience under the pressure of external structure and subjective initiative of volunteers.Emergency volunteer service has showed different practical characteristics at each stage.Although more and more citizens are willing to assume their social responsibilities and devote themselves to community volunteer service,responding to public emergencies in the community,community emergency volunteer service has not yet established a mature and standardized mechanism,resulting in limited utilization of volunteer service resources in the community.In summary,through the exploratory study of emergency volunteer service,this study believes that the emergency volunteer service mechanism should be established in different dimensions.Firstly,the policy foundation of volunteer service should be strengthened at the level of system design.Secondly,the coordination mechanism of the interaction between individuals and the environment should be eatablished in terms of organization and management.Finally,the key tasks of service at different stages should be clarified in terms of service innovation.It provides reference experience for the emergency volunteer services in the future,in order to quickly gather volunteer forces,to improve the participation of emergency volunteers,and to respond more effective to emergencies.
