Health is the cornerstone of people’s well-being,the source of social civilisation and the key to national development.Sports venues are indispensable carriers of sports and exercise for the masses,and are the soil for the cultivation of health.In the era of modernisation and development,it is imperative that digital technology applications and sports stadiums are interwoven and integrated,gradually evolving into an engine for China’s sports industry to turn to high-quality development,and the product of the integration of science and technology and sports venues is the smart stadium.The intelligent transformation of large public stadiums in China has promoted the formation of a people-oriented public sports service development concept,which is a new development momentum for the stadium industry and a new growth point for mass sports consumption.On the whole,the transformation of large public stadiums in China has formed a consensus in the practical and theoretical circles,and has achieved certain results.However,the wisdom transformation of sports venues is an a priori practice without complete theoretical guidance,and there is little research from the perspective of macro policy level,and there are various drawbacks to realize the wisdom transformation and upgrading only through technological innovation and practical experience.Therefore,in the macro context of accelerating the construction of a strong sports nation,vigorously developing the sports industry and implementing the national strategy of national fitness,and in the state of weak theoretical research on the wisdom transformation of sports venues in China,a research model is constructed with the evolutionary game of the stakeholders in the process of wisdom transformation as the starting point,and empirical research is carried out with the masses as the entry point.It can clarify the support policies that stadiums and the public actually need,help multiple subjects to create transformation benefits,solve the pain points of the transformation of China’s stadiums,promote the high-quality development of China’s sports industry,and have important academic value and research significance for the construction of a strong sports nation in China.This paper draws on stakeholder theory and holistic governance theory,and is based on the logical line of "problem formulation-theoretical research-game model construction-system dynamics simulation-qualitative research-policy recommendations"."This paper uses basic theories and methods from behavioural economics,management science,consumer psychology and computer science to carry out the research.Firstly,the concept of large public stadiums for this study is defined,the stakeholders involved in the intelligent transformation of stadiums are sorted out,and the relevant subjects are classified and summarised into three main categories.A three-way revenue evolution game model is constructed,and system dynamics simulation and sensitivity analysis of key variables are conducted to determine the cyclical characteristics of the strategy choices of different types of stakeholders,and what roles they play in different stages of transformation.A qualitative study based on rooted theory is conducted to analyse the factors influencing public consumption in smart stadiums and to identify what kind of help stadiums expect from the government in the transition dilemma.Finally,corresponding policy recommendations are made.The main research findings are as follows.The three subjects play different dynamic roles at different stages of transformation.At the early stage of the evolutionary game,the government subjects occupy a dominant position;at the middle stage,the venues and the masses interact to promote wisdom and upgrade,with the government mainly playing a coordinating role;at the later stage,the needs of the masses occupy a dominant position in the game,with the government gradually fading and the attitudes of the masses becoming the pulling force.(2)There are boundaries in the government’s power to support the transformation.A combination of government-led strategies is relatively the most effective option for evolution and iteration.However,regardless of whether stadiums initiate the transformation or not,and whether the public recognises digital stadiums or not,the trio of subjects cannot collectively converge to a steady state when government subsidies are too large.(3)The attitude of the masses can directly affect the effectiveness of the implementation of government subsidy policies.The results of the sensitivity analysis confirm that the degree of public approval will directly affect the implementation effect of the government’s strategic deployment on the smart transformation of sports venues.(4)Policy factors can drive public choice of smart stadiums.Policy tools are an important way for governments at all levels to achieve their political goals and an effective means of governing public issues in society.In the context of smart transformation of stadiums,consumption policy is a driving engine to promote smart transformation.(5)Transportation preference is an important external factor for the public to choose smart stadiums.The effectiveness of the transformation depends not only on the formulation and implementation of policies,but also on the synergistic cooperation of other associated factors.Research results show that transportation preference is the most important external factor influencing people’s choice of smart stadiums.(6)Professional preference is an important intrinsic factor in the public’s choice of smart stadiums.With the upgrading of the public’s consumption concept and the iteration of sports digital technology and updates,sports consumption in the eyes of the public has changed from a scattered recreational activity to a specific and exact consumption goal,so the public’s requirements for sports venues,equipment and facilities tend to be more and more professional.(7)The potential for household sports consumption cannot be underestimated.As the overall income level of families rises,the importance attached to physical health and the development of young people’s sporting talents,more members of a family have a demand for sports consumption,with their own sports and exercise,their children’s physical education and their parents’ leisure and entertainment gradually becoming the centre of all kinds of family leisure time activities.Through the above study,the following policy recommendations are put forward:(1)When formulating policies to promote the smart transformation of sports venues,the government should focus on the development characteristics of the smart transformation of sports venues.(2)The government should scientifically measure the amount of subsidies and adjust the subsidy strategy in response to market changes.(3)The government should promote large scale public sports.(3)There are boundaries in the government’s subsidy policy to promote the transformation of large public stadiums into smart stadiums,and it is necessary to carefully consider the timing of intervention and the mechanism of withdrawal,which should follow the law of market development rather than interfere with the market.On the one hand,the boundary of definite subsidy power should be clarified,on the other hand,the residual power should be correctly regulated to break the dilemma of blurred power boundary.(4)When formulating policies,the government should appropriately increase the proportion of fiscal-type policies,increase the use of "fiscal expenditure" tools in encouraging residents to spend in smart stadiums,and actively cultivate new consumption of smart stadiums from the demand side.(5)The non-sports sector should assist the sports sector by providing financial support,formulating administrative measures,and addressing obstacles to the implementation of sports policies.(6)The government can optimise authoritative policy tools in a targeted manner,popularise the concept of sports consumption among the public through multiple channels,guide the public to establish the value of "health",and vigorously promote the scientific fitness concept of "integration of sports and medicine" to stimulate the public’s desire to consume in smart sports venues.(7)The government should play a guiding role.(7)The government should give full play to its guiding role,strengthen families’ overall understanding of sports consumption,broaden the value of smart sports and smart exercise around the contemporary development of sports and health,and at the same time strengthen policies to regulate the consumption market in the stadium industry. |
