Private higher vocational education is an emerging type of education that has not only furnished a significant number of skilled professionals for social production and construction, but also offers individuals opportunities for higher education at varying levels. In recent years, private higher vocational colleges have witnessed crucial strategic development opportunities, and are progressively advancing towards a phase of high-quality development, owing to the state’s growing attention and support for them. This has also propelled a greater emphasis on the college’s internal building and management model to strive for enhanced performance.Given its significant standing as a private higher vocational college in Sichuan Province,Chengdu C Private Higher Vocational College, which has a history of more than ten years, serves as a representative institution to conduct performance management research. This paper begins by providing a theoretical review of previous research on performance management models in universities and colleges,as well as the implementation methods of performance management in higher vocational colleges. This review establishes a solid theoretical foundation for subsequent questionnaire design and research. This paper investigated the performance management system of full-time teachers at C Higher Vocational College through a questionnaire survey. Results indicated low levels of satisfaction with the performance management system, which was attributed to various factors, including inadequate communication with teachers when formulating performance plans, insufficient performance evaluation indicators, relatively simple performance evaluation methods, limited feedback and application of performance evaluation results, and an absence of performance management supervision. In order to address these challenges, this paper conducted a detailed analysis of the identified problems, and identified factors and reasons affecting the performance management of C Higher Vocational College.Based on the actual situation, the paper proposed an optimization strategy for the performance management system of full-time teachers, focusing on three dimensions: performance plan, performance implementation, and performance feedback and application. The proposed optimization strategy employs the Balanced Scorecard to reclassify performance appraisal indicators across multiple dimensions, while providing suggestions and weighting references for teachers’ classification appraisal.Additionally, the paper proposed ideas for the establishment of a performance monitoring system and redesigning the comprehensive quality performance appraisal of teachers,to make the performance management system of C Higher Vocational College more scientific and reasonable.Implementation of these proposed measures can bring positive effects to the development of both the school and its teachers. This study contributes to a clearer and more comprehensive understanding of the performance management process of C Higher Vocational College. The study’s findings provide a basis for the development of diversified, scientific, and humanistic teacher performance targets and performance appraisal indicators, while also enabling the College to make full use of performance results.By doing so,teachers can have more confidence in the performance appraisal process, which can help C Higher Vocational College achieve its strategic goals and take a leading position in private vocational education in Chengdu.Additionally, this paper provides valuable experiences and insights that can serve as a reference for similar colleges in carrying out the reform of teacher performance management. The proposed optimization strategy and its implementation can provide guidance for similar institutions to improve their performance management systems, ultimately enhancing the quality of education and the development of vocational education.
