In the process of realizing the leapfrog and conformal development of the general higher education in Yunnan province,the capital constraint has become an important factor affecting its development,especially the financial capital investment constraint has become an important bottleneck restricting the high quality development of colleges and universities.Therefore,this topic is of practical significance to study the problems such as large change range,insufficient total investment and unreasonable investment structure in the financial education fund input of general higher education in Yunnan Province.The topic applies the theory of national income distribution,the theory of public budget,the theory of educational investment and the theory of educational finance.Based on the panel data of Yunnan Province from 2001 to 2020,and adopts descriptive statistics method,this paper discusses the changes of the total amount and structure of general higher education expenditure,the total amount,structure(total amount of budgetary financial input,input structure,per student expenditure)and input system in Yunnan Province.By using the comparative analysis method,this paper compares the growth rate of the total investment in general higher education fiscal education funds and the proportion of the total investment in general higher education fiscal education funds in the total financial expenditure from the horizontal Angle between Yunnan Province and the national average data.Then,the average higher education expenditure per student within the budget,the public expenditure per student within the budget,and the growth rate of general higher education financial education expenditure in Yunnan Province were compared with those in Beijing,Shanghai,Guizhou,Guangxi,and Xinjiang.Using the empirical analysis method,the paper concludes that there is a strong correlation between Yunnan’s general higher education fiscal education fund input and Yunnan’s total general higher education fund input,the GDP of Yunnan Province,the proportion of higher education fiscal education fund in Yunnan’s GDP and the education fund expenditure within the per capita budget.The total amount of Yunnan’s general higher education expenditure,the proportion of education expenditure within the budget in the total financial expenditure,the expenditure of education expenditure within the budget per student and the GDP of Yunnan Province have a significant positive influence on the total amount of national financial education expenditure in Yunnan’s general higher education.The proportion of general higher education financial input to GDP has little influence on Yunnan Province’s general higher education financial input.In Yunnan Province,the total financial education expenditure of general higher education shows an increasing trend year by year.According to the research,the following five aspects should be improved in order to optimize the financial education fund input of general higher education in Yunnan Province.First,increase the total amount of two,that is,increase the total amount of state and local government funding for education;The second is to optimize the three structures,that is,to optimize the source,the main body and the structure of expenditure of fiscal education funds;Third,we will raise the proportion of budgetary spending on education in total government expenditure and the proportion of government spending on education in GDP.Fourth,we should improve the two systems,namely the government financial input system and the internal financial fund management system of colleges and universities,increase the central transfer payment and improve the local financial input policy for general higher education.And deepening the reform of the internal fiscal education funds management system of ordinary institutions of higher learning,that is,improving the mechanism for the use of fiscal education funds in ordinary institutions of higher learning,building a group of characteristic schools and advantageous disciplines,improving the quality of running ordinary institutions of higher learning and the efficiency of the use of fiscal education funds per student,and enhancing the use and management efficiency of fiscal education funds in ordinary institutions of higher learning.
