| The proposal of after-school sports service in primary and secondary schools is to solve the social and people ’s livelihood problems such as no one to take over and no one to take care of primary and secondary school students after school in advance. The implementation of after-school sports service is mainly carried out by schools, which largely solves this part of the problem. The development of after-school sports services has a variety of service contents and different organizational forms. It can enable students to choose their own favorite sports to learn, guide primary school students to actively participate in physical exercise by interest, and cultivate their awareness of participating in sports from an early age.Grasp the critical period of students ’ physical growth and development to improve their physical fitness;after-school sports service is provided by the school, and the service time is fixed. The time of primary school students participating in sports activities is relatively regular, which can better reflect the effect of sports learning. As an important livelihood project, how the implementation effect of after-school sports service can reflect the development of after-school sports service in schools, and how to judge the implementation effect needs to construct an evaluation index system. Therefore, the construction of a suitable after-school sports service implementation effect evaluation system can not only timely feedback information, find and solve problems, but also conducive to the systematic development of primary school after-school sports service work, and further promote the sustainable and high-quality development of primary school after-school sports service. This study takes the construction and demonstration of the evaluation index system of the implementation effect of after-school sports service in primary schools in Henan Province as the research object.Based on the in-depth study of relevant materials such as school sports,after-school sports and sports evaluation at home and abroad, the opinions of experts and scholars in related fields are consulted, and the research on after-school sports service and related evaluation in primary schools is reviewed.Through the questionnaire, the primary schools in Henan Province were randomly selected to investigate the current situation of the development of after-school sports services in primary schools in Henan Province,as well as the lack of evaluation system for the implementation effect of after-school sports services in primary schools. In order to further strengthen the implementation effect of after-school sports services in primary schools in Henan Province, play the role of supervision and management, effectively improve the physical quality of primary school students, and improve the implementation effect of after-school sports services, the literature method,Delphi method, analytic hierarchy process, mathematical statistics and other research methods were used to select evaluation indicators, screen indicators, determine weights, select evaluation subjects, and so on.Construct a suitable evaluation index system for the implementation of after-school sports services in primary schools in Henan Province, and finally use the TOPSIS evaluation method for empirical research.Through investigation and analysis, this study draws the following conclusions:1.Through the investigation of the current situation of the development of after-school sports services in some primary schools in Henan Province, the development of after-school sports services has been supported by most parents, which solves the problem that it is difficult for parents to pick up students on time and promotes the healthy development of students, but the service content is not rich enough, the school funds are tight, and the pressure of school physical education teachers increases;the evaluation mechanism of after-school sports service is not perfect, and the relevant management system is missing.2.Firstly,the evaluation index system of the implementation effect of after-school sports service in primary schools in Henan Province was preliminarily constructed, and then the indicators were screened through three rounds of expert surveys. Finally, the evaluation index system of the implementation effect of after-school sports service in primary schools was determined to include 5 first-level indicators,14second-level indicators and 45 third-level indicators.3.The analytic hierarchy process is used to determine the weight of each index. The weight coefficient of the first-level index is B student participation effect > D student physical effect > A service content effect > C condition guarantee effect > E organization management effect;among the secondary indicators, the indicators with relatively high weight are the content of service activities, the compliance rate of students ’ physical fitness test, the management of physical fitness test, the participation interest and the category of service activities, which are 0.1409,0.1348,0.1274,0.0999 and 0.0925 respectively.Among all the three-level indicators, the index weights of physical fitness test equipment, the qualified rate of students’ physical fitness test results, the progress of students ’ physical fitness test, the physical fitness test policy and the after-school sports service skill learning are higher, which are 0.0686,0.0679,0.0669,0.0588 and0.0459,respectively.Therefore,primary schools in Henan Province that carry out after-school sports services can focus on these five aspects to further improve the implementation effect of after-school sports services.4.Using TOPSIS evaluation method, this paper makes an empirical analysis of the evaluation of five primary schools in Henan Province.According to the analysis results of five first-level indicators(service content effect, student participation effect, condition guarantee effect, student physical effect, organization and management effect),the five first-level indicators of S primary school have the highest scores. Therefore, the implementation effect of after-school sports service in S primary school is the best, followed by F primary school. |
