Research On The Countermeasures To Revitalize Talents In New Barag Right County From The Perspective Of Pastoral Modernization

The realization of the "two centenary goals" and the implementation of the rural revitalization strategy have inevitable internal logical relations.The issue of "three rural areas" has always been highly concerned by the Party and the government,and it has always been emphasized that agriculture and rural areas should be the key object of government work,and the rural revitalization strategy should be fully implemented.One of the primary tasks is to realize the vigorous exploration and training of rural talent resources,and effectively building rural talent teams is an important basis for promoting rural revitalization.The main purpose of rural revitalization is to improve the living standards of rural people,and the important basis for realizing this goal is the guarantee of talents.One of the primary tasks of rural revitalization in Inner Mongolia Autonomous Region is the work of "three agriculture and three animal husbandry".As early as 2018,the Inner Mongolia Autonomous Region first carried out the pilot reform of modernization of pastoral areas nationwide,which is also regarded as an important project of the Inner Mongolia Autonomous Region government to promote agricultural modernization.For the vast pastoral areas in Inner Mongolia,the agricultural modernization proposed by the state actually refers to the modernization of pastoral areas.New Barag Right County is selected as the first batch of pilot flag counties for modernization of pastoral areas in Inner Mongolia Autonomous Region.In the process of realizing the development goal of modernization of pastoral areas,it cannot do without the strong support of rural talents.However,it should be pointed out that the rural talents of New Barag Right Flag are facing practical problems such as unreasonable structure of rural talents,high turnover rate of rural talents,especially the lack of a rural talents who understand technology,good management and management..This thesis takes the rural talents of New Barag Right County as the research object in the perspective of modernization of pastoral areas in Inner Mongolia Autonomous Region under the background of talent revitalization policy,and studies the influencing factors of rural talent revitalization,which are divided into external influencing factors and internal influencing factors.The external influencing factors include policy support,economic development level,social demand and rural medical level.The internal influencing factors include population factor,education level,value pursuit,cultivation system and so on.By means of literature review,statistical analysis,field research and interview,this thesis analyzes the current situation of rural talent team in New Barag Right County,and finds out the existing problems in the revitalization of talents in New Barag Right County,such as: insufficient total number of rural talents,unreasonable structure of rural talents,low education level of rural talents,low income level of rural talents,and weak will ingness to train rural talents.Finally,combined with the modernization of pastoral areas,this thesis puts forward countermeasures and suggestions for the revitalization of rural talents in new Barag Right County,which are respectively promoting the modernization development of pastoral areas,attracting all kinds of rural talents,absorbing and retaining rural talents in combination with the modernization development of pastoral areas,and contributing to the modernization achievements of pastoral areas.Show the dividend results of rural talent revitalization,excavate and cultivate "local" talents,attach importance to vocational skills training,and build rural talent training bases.
