| The land resources in rural China are the foundation for stabilizing rural society,developing agricultural production,and maintaining the lives of farmers.The allocation of agricultural land is a basic issue related to rural stability,agricultural development and farmers’ lives.Under the household contract responsibility system,the initial distribution of rural land in China is based on population,while the redistribution of land needs to be realized by land transfer.Effective land transfer can promote the rational allocation of rural land resources and achieve large-scale operations.The problem of rural land transfer has always been widely concerned by academic circles.The rural land transfer market is composed of a single transfer exchange,and one of the important factors influencing the transfer behavior of farmers lies in transaction costs.Changes in the external institutional environment will change the market transaction environment,thereby affecting transaction costs,and ultimately affect the land transfer behavior of farmers.The rural society in our country is different from the city.It is a differentiated social pattern.Based on blood and geographic relationships,this informal system has given a lower transaction cost protection to rural internal land transfer transactions.Therefore,the analysis of rural households’ transfer behavior needs to combine the rural informal institutional environment with the external formal institutional environment.At present,the transfer of farmland among acquaintances is still relatively common in China,especially the transaction between relatives,friends and neighbors.It is a form of farmland transfer with insufficient marketization and weak standardization.The transfer of agricultural land that lacks the role of market allocation will reduce the effectiveness of the allocation of agricultural land resources,which goes against the original intention of China to develop agricultural land transfer.Therefore,promoting the formalization of the rural land transfer market can further tap the potential of agricultural land transfer and fully realize the efficiency of the allocation of agricultural land resources.As an important part of the reform of the rural land property rights system,the confirmation of farmland rights plays an important role in protecting farmers’ land property rights and activating the farmland transfer market.Combining the above research background and land transfer issues,this article will establish a research framework of "agricultural land right confirmation-transaction cost-transfer object selection" based on transaction cost economics,focusing on the impact of agricultural land right confirmation on the choice of transfer objects.Applying the data from the micro survey of farmers,combined with the intermediary effect model to conduct empirical testing,explore the role of transaction costs in this influence path.It is hoped that through this research,some feasible policy recommendations will be put forward,with the purpose of promoting the formalization of the selection of agricultural land transfer objects,and then promoting the development of the agricultural land transfer market.This article is divided into six chapters.The first chapter is the introduction.The main content of this chapter includes three aspects.First of all,based on the current rural land policy environment,the development status of the rural land transfer market and related data and literature,the research background of this article is explained,and the research questions of this article are analyzed and put forward.Secondly,according to the research questions put forward,clarify the research purpose and content of this article,and combine the research data to select the research method used in this article.Thirdly,from the theoretical and practical level,the research significance of this article is explained.Finally,it outlines the technical route followed in this article,and points out the possible innovations,the shortcomings of this research and the possibility of follow-up research.The second chapter is concept definition and literature review.This chapter includes three parts.One is to define the social circle,private order and legal order based on the research content of this article.The second is to review the relevant research on agricultural land right confirmation,the pattern of difference sequence,agricultural land transfer transaction cost and agricultural land transfer behavior around the following three aspects:(1)Research on the impact of farmland right confirmation on farmland transfer participation and farmland transfer object selection;(2)Research on transaction cost in farmland transfer;(3)Research on transaction cost and farmland transfer transaction behavior;(4)Research on the factors affecting the selection of agricultural land transfer objects other than the confirmation of rights.The third is to summarize and summarize relevant documents,and make a brief review of existing domestic and foreign relevant documents.The third chapter is theoretical analysis and theoretical framework.This chapter includes two parts.The first is to combine the relevant theoretical knowledge of transaction cost economics and sociology,and use logical analysis to expound,mainly including the direct effect and intermediary effect of agricultural land right confirmation on the selection of agricultural land transfer objects,and then put forward the research hypothesis of this article.The second is to construct a theoretical analysis framework that includes farmland right confirmation,the pattern of difference sequence,farmland transfer transaction costs,and farmer’s transfer object selection behavior.The fourth chapter is the research area overview and survey data description.First of all,this chapter will give a general description of the research area of this article from the aspects of geographical location,human environment and agricultural land circulation.Secondly,from the three aspects of the basic characteristics of farmers,the characteristics of farmland circulation,and the basic characteristics of villages,a descriptive statistical analysis of the selected survey sample data is carried out.The fifth chapter is empirical analysis of farmland right confirmation,transaction cost and selection of transfer objects.Based on literature review and theoretical analysis,in order to verify the two hypotheses proposed,this chapter will respectively construct three robust probit models gradually tests the mediation effect of the influence of farmland right confirmation on the selection behavior of farmers’ transferees through information transaction costs and behavior constraint transaction costs.The empirical analysis results show that:(1)Regarding the direct effect of agricultural land right confirmation on the selection of agricultural land transferees,agricultural land right confirmation will significantly and positively affect the farmland transfer,that is,farmland right confirmation will promote farmers to choose the outer circle group to carry out land transfer;(2)Regarding the effect of information transaction costs on the transfer-out target circle,the confirmation of agricultural land rights significantly positively affects the circulation information release channel,that is,the confirmation of the rights will promote the farmers to choose the official platform or cadres to release the circulation information.Furthermore,the mediation variable circulation information release channel significantly negatively affects the transfer out of the target circle,that is,choosing a formal land information release channel will promote the circulation of agricultural land in the outer circle.Therefore,it shows that the information transaction cost is part of the intermediary;(3)Regarding the effect of behavioral restraint transaction costs on the transfer-out target circle,the confirmation of farmland rights significantly positively affects the form of contract,that is,confirmation of rights will promote farmers to choose formal written contracts to constrain the other party’s afterwards behavior.Furthermore,the form of the intermediary variable contract significantly positively affects the transfer-out target circle,that is,signing a written contract when transferring the land will promote the transfer of agricultural land in the outer circle.Therefore,it shows that the transaction cost of behavior constraint is part of the intermediary.Furthermore,the robustness of the regression results is tested by testing the robustness of the model setting and adding potential missing variables.The results show that the direct impact of farmland right confirmation on the transfer-out target circle and the part of the transaction cost on the transfer-out target circle The mediation effects are all significant and existing,and the significance,direction of action and marginal effects of the regression results are basically consistent with the previous empirical results.The sixth chapter is conclusions and policy recommendations.This chapter includes two parts.One is based on the theoretical analysis and empirical test results of the previous article,and summarizes the research conclusions of this article.The second is to put forward some feasible policy recommendations based on the research conclusions and the actual development of farmland transfer and farmland right confirmation in the research area.Specific suggestions include:(1)The government should continue to strengthen the publicity of the importance of the agricultural land right confirmation policy,and popularize the agricultural land right confirmation policy to farmers through a combination of the Internet,media and offline training;(2)Farmland confirmation after the power is granted,the government should be more active in establishing agricultural land transfer and trading platforms in various regions,and at the same time training farmers how to use and use the advantages of the trading platform,and strengthening the supervision of platform operations;(3)The higher-level government and the village government should strengthen linkages,provide contract blueprints that conform to the actual conditions of rural transfer transactions and legal norms,and at the same time popularize the precautions for contract signing to farmers;(4)As the most direct leaders of farmers,village cadres must actively play an active role in promoting the formalization and marketization of agricultural land transfer,especially the role of village cadres in promoting information circulation in the transfer;(5)Governments at all levels should actively guide the establishment of a market-oriented agricultural land transfer pricing mechanism. |
