Research On The Countermeasures Of Agricultural Transfer Population Citizenization In The Perspective Of Population And Land Associated Policy

In the process of urbanization,the land and population urbanization are serious decoupling,the urban scale is blindly expanding,and the land resources are extensively using.Therefore,it is necessary to coordinate urban development with population growth in promoting the new urbanization and try to improve the urbanization Rate and urbanization quality.A more closely linked mechanism between agricultural transfer population and construction land supply---Population and Land Associated Policy so come.In 2012,Henan Province first began to push Population and Land Associated Policy pilot work.When the Population and Land Associated pilotwork was in the specific implementation process,we also found that there were many problems including narrow financing channels,over-emphasis on indicators,lack of perfect income distribution system and other issues,which put forward new challenges to the development of Population Land Associated Policy.This paper analyzes the inevitability of the citizenization of agricultural transferpopulation by using the theory of push and pull.In the process of summarizing the process of citizenization of agricultural transferpopulation,it is found that the stage of urbanization is divided into three stages: "leave the land but not leave the rural" stage,"leave the land also leave the rural" stage and "ready to integrate into the city" stage.And through the analysis of the realistic dilemma of the citizenization,I found that at present China's urbanizationqualityis not high,institutional barriers are serious,the cost of the citizenization led to the enthusiasm of the government and individual citizens is not high,the quality of agricultural transfer population is not high.On the basis of the realisticdilemma,this paper systematically analyzes the influencing factors of the citizenization of the agricultural population from the aspects of urbanization level,institutional factors,human capital factors and economic factors.When doing empirical research,this paper analyzes the status quo of the citizenization of agricultural population in Henan province by means of the combination of questionnaire and field interview.The cities includes Zhengzhou City,Luoyang City and Pingdingshan City of Henan Province.The impact of factors on quantitative regression analysis and chi-square test,can increase the economic benefits of human capital and monthly income levels,lower cost of living and opportunity costs on the agricultural transferpopulation of the public will have the most significant impact.Then,it analyzes the internal mechanism of cracking down the gap between the population and the citizenization of agricultural transferpopulation in the perspective of Population Land Associated Policy,mainly for the citizenization of agricultural transferpopulationputs forward the realistic requirements to the Population Land Associated Policy.The Population Land Associated Policy provides the material guarantee for thecitizenization of agricultural transferpopulation.In the end,the paper puts forward the related system of improving the quality of urbanization,improving the socialization of the society into society,optimizing the citizenization of agricultural transferpopulation,and greatly improving the human capital of agricultural transferpopulation,improving the cost sharing and the distribution of benefits system and other measures.
