Meta-assessment is an activity to reassess a subject in order to improve the quality of meta-assessment.Meta-evaluation is conducive to promoting the standardized development of subject evaluation,improving the professional level of subject evaluation,and developing the cause of international higher education evaluation.Meta-evaluation of discipline evaluation faces the dilemma of insufficient mechanism in practice.Meta-evaluation that conforms to our national conditions is still in the preliminary stage of exploration,and has not formed a complete and effective meta-evaluation system framework.It is necessary to innovate the meta-evaluation mechanism,strengthen the theoretical research,speed up the transformation of the government and attach importance to the system construction.This study is divided into six parts.Part I: Introduction.This paper expounds the reason of topic selection,research significance,ideas and methods of this research,defines the relevant core concepts of this research,and summarizes the status quo of relevant research at home and abroad.The second part: theoretical research.A multi-dimensional review of the research basis of meta-assessment theory,respectively from the perspective of stakeholder theory,governance theory and meta-theory,analyzes the core concept,main characteristics and times value of meta-assessment.Part three: mechanism development.This paper deeply analyzes the connotation and development status of meta-assessment.Meta-assessment is a kind of subconscious existence,which gradually attracts the attention of academic circles,and how the mechanism is applied to discipline assessment.The fourth part: problem analysis.The development of meta-evaluation mechanism is lack of fair and reasonable organization planning system,incentive and constraint system and execution and arbitration system.Part Five: comparison and reference.By collecting,consulting and studying the research experiences of British,American and Dutch yuan assessment research,and referring to their research results,it provides a theoretical basis for our country’s Yuan assessment research.The sixth part: optimization strategy.Through strengthening the theoretical research,speeding up the government transformation and paying attention to the system construction,we can promote the mechanism innovation research of meta-evaluation.
