Discipline evaluation is a process in which the subject of the evaluation observes the school quality and performance of the object and makes value judgments according to certain standards.Discipline evaluation is an integral part of the quality evaluation of degree and graduate education,and it is also an important content of the quality evaluation of higher education.In 2016,the Ministry of Education's Degree and Postgraduate Education Development Center launched the fourth round of national disciplinary assessment,and the country's "double first-class" construction project "encounter",people naturally combine the subject assessment and "double first-class" construction.Judging from the internal logic of discipline evaluation and the construction of "double first-class",discipline evaluation plays an active role in the construction of "double first-class" and has become an important thrust for the construction of "double first-class".However,because the mechanism of "double first-class" construction of the subject evaluation service has not been perfected,there are still problems such as unclear guidance,unclear policies,and unsatisfactory operation,which urgently need to be resolved.The study explores the mechanism of the discipline assessment benifits " double first-class" construction from four aspects.From a theoretical point of view,the core connotation of the subject evaluation serves"double first-class" construction is mainly reflected in four aspects: one is quality monitoring,which provides standards for the construction of the "double first-class";the second is the effectiveness evaluation,which provides for the construction of the "double first-class" Reference;Third,the characteristic discovery,provide the basis for the construction of "double first-class";Fourth,the classification evaluation,provide the guidelines for the construction of "double first-class".Through the use of stakeholder theory,information asymmetry theory and principal-agent theory to explain the importance of "double first-class" construction of discipline assessment services,to promote construction by evaluation,to accelerate the construction of "double first-class",to promote management,scientific construction " "Double first-class",to promote reform through evaluation,rational construction of "double first-class".From a comparative perspective,subject assessment is the result of the development of higher education in countries around the world.Subject assessments in developed countries in Europe and America have their own characteristics.In the United States,the government mainly participates indirectly,emphasizing the independence of evaluation;quality and fairness coexist,focusing on the evaluation process;the meta-evaluation mechanism is developed to ensure the quality of evaluation.In the United Kingdom,the main subject of subject evaluation is diversified,and the needs of all parties are integrated;the core content of the subject and the quality of the evaluation are concerned;the laws and regulations are relatively complete,and the independence of the evaluation is concerned.Germany mainly attaches great importance to digging out the characteristics of disciplines and emphasizes the classification evaluation;respects the opinions and suggestions of students and highlights the evaluation of democracy;the results are published in a transparent and transparent manner,and subsequent evaluations are in place.From the perspective of the problem,the institutional obstacles to the construction of the "double first-class" discipline assessment service are mainly in three aspects.One is the management mechanism obstacle,and the role of the government is not in place.One of the dilemmas of the discipline assessment is if it breaks away from the government and the government.The relationship between functional authorization and evaluation activities is difficult to maintain;the second is the barriers to the guarantee mechanism,the third-party evaluation fails,and the third-party evaluation is almost impossible to achieve in the current evaluation environment,and it still has to be under the banner of the government;the third is the incentive mechanism barrier,yuan Evaluation has not yet been established.Looking at the history and evaluation system of subject evaluation in China,meta-assessment has not been introduced into disciplinary evaluation,and the awareness of the subject and object of meta-assessment is still relatively weak.From the perspective of countermeasures,innovating the discipline evaluation mechanism is an inevitable choice for building Chinese characteristics and world-class universities.It is also a rational appeal for accelerating the construction of an evaluation system with Chinese characteristics.To achieve such an ambitious goal,one needs an innovative management mechanism to promote the transformation of the role of the government;the second is the need for an innovation guarantee mechanism to form a third-party evaluation market;the third is the need for an innovation incentive mechanism to explore the establishment of a meta-evaluation system.
