Vulnerable Children Family Guardianship Policy Implementation Deviation And Social Work Intervention Research

This research starts with the family guardianship policy for difficult children and analyzes the implementation model of family guardianship policy for difficult children from the perspective of government and family.Since the founding of our country,the policy system of the family guardianship of difficult children has been continuously improved.It has gradually formed a policy with the actual guardian of the family of difficult children as the main policy implementation body,the group of difficult children as the policy object,and the policy content of supervision and protection of difficult children is the main policy content.The policy resources of the government,the society and the market resources cooperate and assist each other.It also constructs a family guardianship policy system for children in distress based on the Civil Code and assisted by other family guardianship policies for children in distress.This study discusses the mode of policy implementation from the perspectives of government and family,including the specific environment,subject,process,resources and objectives of policy implementation.The government perspective forms the top-down policy implementation mode,while the family perspective forms the bottom-up policy implementation mode.SPSS26.0 was used to analyze the effect of policy implementation.The main problem of policy implementation deviation is the deviation between the actual guardian’s guardianship intention and guardianship ability.Other problems include the deviation of policy implementation target,the deviation of main body of implementation means and the deviation of policy implementation resources and tools.The fuzzy-conflict theory model is used to analyze the causes of the deviation between the factors at the level of policy tools,the level of policy objectives,the environment of policy implementation and the factors at the level of the main body.The group social work method is used to solve the main problem of the deviation between guardianship willingness and ability.Based on the reflection of the activity experience,this paper puts forward three countermeasures and suggestions to construct a comprehensive policy implementation model to solve the problem of deviation,and specifically puts forward three countermeasures and suggestions to establish and improve the monitoring mechanism of the custody implementation model,give full play to the role of the policy sender of social work,and construct and perfect the family monitoring policy system of children in difficulties.Promote the development of disadvantaged children and policies,and address the problem of implementation bias.
