Physical education is an important part of students’ overall development education.However,the shortcomings of matching the supply of teaching services with students’ needs are prevalent in current junior high school physical education,and this series of bottlenecks will have more or less impact on students’ physical literacy development.Therefore,this study aims to measure the quality of physical education services in junior high schools by forming a new measurement model to explore the gap relationship between students’ demand for physical education services and the actual experienced quality of physical education services,and to investigate the root causes and classify them in order to provide a reference for the future progression of the quality of physical education services in junior high schools.This paper introduces the SERVQUAL model in the field of management combined with the own characteristics of junior high school physical education services,integrates interdisciplinary knowledge with physical literacy theory,combines theoretical research with empirical testing,collaborates the actual situation with the IPA quadrant,uses literature and questionnaires,etc.,and stands on the shoulders of its predecessors with the development criteria of comprehensiveness,majority,consistency,independence and operability.A new six-dimensional model for measuring the quality of physical education services in junior high schools was developed on the shoulders of previous authors.In this study,through the distribution and recovery of the prediction paper,the data obtained were subjected to exploratory factor analysis and validation factor analysis,the validity of each dimension and question item of the initial questionnaire was checked,the questions and dimensions were adjusted,and then the reliability test was conducted,and finally a formal questionnaire covering the harmonization of target and sub-target levels was formed.The empirical survey was conducted with 720 junior high school students in 8schools in 3 prefectures in Shandong Province,the formal questionnaire was distributed,the data obtained were appropriately processed,and the empirical results were obtained by combining IPA importance-performance theory.(1)There is a gap between the actual quality of physical education services and students’ needs in junior high school.(2)There are differences in students’ needs,i.e.,expectations,for each dimension,with the highest demand for the assurance dimension and the lowest expectation for the empathy dimension.(3)There are differences in students’ actual satisfaction with each dimension,with the assurance dimension having the highest satisfaction and the developmental dimension having the lowest satisfaction.(4)The IPA quadrant analyzes and classifies each dimension and each service content in detail,and prioritizes the bottlenecks in the quality of physical education services.There are10 items in the "build-up zone",4 items in the "peace with the situation zone",5 items that need to be improved secondarily,and 7 items that need to be improved as a shortcut to improve the quality of physical education services.In view of the above bottlenecks,the reference paths for the government education department and junior high school management regarding junior high school physical education services are the following three aspects: first,to build a "collaborative and interactive" evaluation model.Schools need to decentralize their functions and involve students or student representatives in the process of evaluating physical education services,so as to effectively increase the level of collaboration between students and the school in evaluating the quality of physical education and to build a virtuous circle of cooperation between the school and students in improving the quality of physical education.Second,the introduction of the "parallel drive first" giving mechanism.In the new situation,the community has put forward new demands for physical education services to improve the level of service supply and healthy competition among various actors.School physical education services need to adapt to the development of education-related institutions in the social environment,and under the role of socialist market economy,junior high school physical education services need to be constantly upgraded,to broaden the channels of funding,and to form a mature giving system of junior high school physical education services in three dimensions: government,school,and society.Third,the formation of "efficient and win-win" development situation.In the future,to make the quality of physical education services to a higher level of development,timely and punctual provision of friendly physical education services for students is a shortcut to improve the quality of physical education services,we must update the school management concept,strengthen the construction of teacher moral and teacher style,to achieve a win-win situation for schools and students.
