A Study On The First Secretary’s Contribution To The Revitalization Of Rural Sports Based On A Survey In Hong’an County,Hubei Province

Rural sports revitalization is an important part of rural revitalization,which not only enriches the connotation of rural revitalization but also injects sports power into rural revitalization."The 14 th Five-Year Plan for Sports Development" clearly points out that sports is a new driving force for rural revitalization.Through sports elements,rural areas are empowered and sports contribute to rural revitalization.The 20 th National Congress of the Communist Party of China also mentioned the importance of promoting sports at the grassroots level so that the fruits of sports can be shared by all.The purpose of this paper is to empower rural revitalization through sports,give full play to the social,economic and fitness functions of sports,and constantly promote the scientific and all-round development of rural revitalization.Through the first secretary to help the revitalization of rural sports to promote the villagers’ political identity,accelerate the modernization of thought,reconstruct the rural public value,sports spirit as the starting point,create enterprising values,to participate in rural sports work as an opportunity,constantly play the villagers’ spirit of ownership.Under the new endogenous development theory and collaborative governance theory,this paper adopts the literature research method,the field investigation method,the in-depth interview method and the case analysis method to make an in-depth study of the typical cases of Hong ’an County in Hubei Province and explore the advanced experience,practical difficulties and countermeasures of the First Secretary to help the revitalization of rural sports.The research conclusion of this paper is as follows: the first secretary to help the revitalization of rural sports should be carried out from the following four aspects: leading the party construction is the first,scientific planning is the key,multiple resources is the guarantee and identification and participation is the link;The specific practice of the first Secretary in helping rural sports revitalization has the following four difficulties: the first secretary’s collaborative governance ability is limited,the rural subsystem collaborative development failure,the rural collaborative development main body participation and the rural sports resources integration lag;On the basis of analyzing the causes of practical dilemma,this paper puts forward the following four countermeasures and suggestions.To further optimize the countermeasures of the First Secretary to help rural sports revitalization,such as enhancing the First Secretary’s ability to help rural sports collaborative governance,deepening the villagers’ identity and consolidating the foundation of rural sports revitalization,multi-subject participation in jointly promoting the implementation of rural sports revitalization and integrating sports resources to consolidate the foundation of rural sports revitalization.
