A Study On The Participation Of Community Social Organizations In Grass-Roots Governance

The report to the 20 th National Congress of the Communist Party of China pointed out that we should improve the social governance system,improve the social governance system featuring joint contribution,joint governance and shared benefits,coordinate the participation of various forces,and enhance the effectiveness of social governance.It provides a fundamental guideline for grassroots governance and the orderly development of community social organizations.In recent years,public interest venture capital has produced good results in the development of public welfare undertakings,the cultivation and development of community social organizations,and the promotion of community social organizations to participate in grassroots governance,and has been favored by the government and communities.In this study,public interest venture capital projects promote community social organizations to participate in grassroots governance as the starting point,Q Street community social organizations as the research object,governance theory,social support theory and empowerment theory as the theoretical support,the qualitative research method is adopted.The interview method and participatory observation method are comprehensively used to study and analyze the operating mechanism,practical logic and practice process of public venture capital projects in Q Street and community social organizations,explore the feasibility and effectiveness of public venture capital projects to promote community social organizations to participate in grassroots governance,and analyze the practical effects,difficulties and optimization strategies of community social organizations to participate in grassroots governance.To better promote the development of community social organizations,grassroots governance innovation and better community construction.Practice has proved that community social organizations’ participation in grassroots governance through public interest venture capital projects has produced the following results: promoting the satisfaction of the needs of vulnerable groups in the community;Enhance the professional concept and service ability of community social organizations;It has built a platform for community social organizations to participate in community governance.A community governance pattern with the participation of multiple subjects has been formed.At the same time,community social organizations still face difficulties in participating in community governance,such as limited government support,limitations of community social organizations themselves,insufficient mobilization of community residents,and the need to improve the participation of community residents.From the perspective of governance theory,problems and dilemmas should be traced back to the various levels of community governance.At the government level,we should strengthen the support for social venture capital,improve the operation mechanism of social venture capital,build a multi-channel fund support system,and form a long-term fund support mechanism.At the level of community social organization,the capacity building of community social organization should be strengthened.At the level of residents,the awareness of community participation should be enhanced,young and middle-aged groups should be attracted to participate in grassroots governance,and channels and ways of residents’ participation should be expanded and innovated to promote community participation.
