Under the influence of economic globalization, the problems faced by the workplace are becoming more complex and challenging. When solving interdisciplinary problems, the knowledge and skills acquired by individuals are inadequate, and cooperative problem solving has become the trend of social development. It is very important for college students to cultivate their ability to solve cooperative problems in order to meet the needs of the 21 st century. In the process of cultivating students’ ability to solve cooperative problems,it is necessary to provide sufficient time, guidance and supervision to communicate effectively and explore the best solution.Aiming at the limitation of collaborative problem-solving in classroom learning and the advantage of web-based learning, this study constructs a model of collaborative problem-solving ability.Based on the ATC21 S project and the PISA 2015 test, this study constructs a collaborative problem-solving capability model in a mixed learning environment, including eight elements: participation, choice, coordination, problem understanding, goal setting, plan making, problem solving and monitoring feedback. Then, combined with the questionnaire survey of college students’ collaborative problem solving ability,The Moodle online platform is designed and developed by students from Yunnan XX University relying on the course of Modern Educational Technology, mainly from the aspects of platform interface, course resource management and activity function design,so as to support students to carry out collaborative problem-solving activities in a blended learning environment. Finally, through cognitive network analysis, questionnaire survey and interview, the main cognitive behavior characteristics, development and evolution process of students’ collaborative problem solving ability model in the blended learning environment are analyzed,so as to test and optimize the original theoretical model. The results of this study show that: in order to promote college students to carry out collaborative problem-solving activities in blended learning environment,Moodle online platform courses are designed and developed in combination with classroom learning environment.Collaborative problem solving ability model in blended learning environment is beneficial to improve college students’ knowledge construction level and cultivate collaborative problem solving ability, but it still needs to further strengthen the dimension of resource management and monitoring feedback skills.
