With the arrival of the ’ 14th Five-Year ’ period,’ responsible lottery ’ has become the core concept to guide the development of sports lottery,and the state has put forward new requirements for sports lottery.As an important part of helping the concept of " responsible lottery," the effective improvement of the comprehensive quality of the consignee has become one of the key problems to be solved in the current sports lottery industry.In the previous visit to the Yunnan Sports Lottery Management Center(Yunnan Sports Lottery Center)and the Sports Lottery Marketing Management Department of various prefectures,it was found that there is still much room for improvement in the training courses for sports lottery dealers in Yunnan Province.Establishing a targeted and effective training course system for dealers can effectively improve the problems in the training courses for dealers,improve the overall quality of dealers,and help the healthy development of sports lottery in Yunnan Province.Based on the in-depth investigation of Yunnan Sports Lottery Center and a large number of reading related literature books,this paper investigates and analyzes the current situation and existing problems of the training courses for sports lottery agents in Yunnan Province by using the methods of literature,questionnaire,expert interview and mathematical statistics.And the needs of the agents,buyers and managers,on this basis,this paper based on the views of teachers and experts,combined with the concept of responsible lottery to build the training curriculum system of sports lottery agents in Yunnan Province,and finally reached the following conclusions:1.Yunnan province sports lottery consignee ’s age is generally concentrated in more than 35 years old,most of the lower education,mainly in high school education;more than half of the sales agents have worked for more than 5 years;except that some consignees participate in training less than 5 times a year,most consignees can participate in training more than 5 times a year.2.Yunnan Sports Lottery Center ’s current training courses for dealers are mainly based on timeliness training and responsible lottery training before large-scale activities.There is no fixed goal,and the courses are relatively scattered.They are mainly taught by employees of the Sports Lottery Center and lecturers of responsible lottery.Most of them adopt the implementation method of online live broadcast or offline centralized learning,and have achieved certain results.Through investigation and analysis,it is found that there are problems such as lack of guidance of training course objectives,unreasonable training content setting,urgent improvement of lecturers,and lack of effective training course evaluation feedback.The construction of Yunnan sports lottery agent training curriculum system can effectively improve the existing problems.3.The sports lottery consignee in Yunnan province hopes to improve their sales ability and operation skills.They have strong demand for training courses such as laws and regulations,communication ability,store operation and service ability.The combination of online and offline training methods is more popular with consignees.Most consignees hope to adopt app or online platform for assessment.The management level hopes that the training objectives will be closely linked to the responsibility lottery,establish the public welfare of the consignee,and improve the sales skills;the training course content should include responsibility lottery,operational skills and sports lottery knowledge,and the training implementation method should be carried out in a combination of online and offline.Willing to be a lecturer in training courses;the course evaluation feedback should have the characteristics of long-term tracking feedback.Lottery buyers most hope that resellers can improve communication skills,provide betting explanation services,and are not satisfied with the health conditions and service attitudes of sports lottery outlets.4.Based on the analysis of the current situation of the training course for sports lottery consignors in Yunnan Province,and based on the needs of the consignors themselves,the management requirements of the leadership level and the service needs of the lottery buyers,this paper aims to improve the comprehensive quality of the consignors and promote the healthy development of the sports lottery industry.Guided by the national strategy,in line with the needs of many parties,combined with theory and practice,and sustainable development,the curriculum objectives based on attitude objectives,knowledge objectives and skill objectives are determined.It has designed 18 elective and compulsory courses,such as sports lottery game playing method training,consignee management method training,public welfare fund use training,Yunnan sports lottery characteristics,communication and expression training,terminal operation training,building smart stores,network management training,consignee sales case sharing,responsibility lottery course,relevant laws and regulations training,etc.It has planned online and offline combination,case +discussion,scenario simulation and other implementation methods to carry out training,and cited Kirkpatrick ’s four-level model to design the course evaluation feedback system from four levels of reaction,learning,behavior and result.The training course system has been verified to have good effectiveness.5.In order to ensure the smooth development of the training curriculum system,this paper combines the actual situation of Yunnan Sports Lottery Center,from the establishment of a full sports lottery training instructor team,give full play to the role of relevant organizations,establish or purchase online training course platform,establish training incentive mechanism,strengthen training risk prevention and control and other five angles to formulate the guarantee measures of the curriculum system.Finally,it is hoped that the research in this paper can play a positive role in promoting the training activities of Yunnan Sports Lottery Center,so that Yunnan Sports Lottery resellers can receive more scientific and reasonable training,and also hope to provide some theoretical reference for other sports lottery management institutions.Help implement the concept of responsible lottery,and contribute to the vigorous development of sports lottery public welfare in Yunnan Province.
