| Over the past few decades,the government’s efforts to promote equity in education and its determination to promote a balanced allocation of educational resources have been felt by the public,from eliminating illiteracy to educating people out of poverty,from making compulsory education accessible to all,to making quality compulsory education accessible to all.As another key policy to promote teacher mobility and implement educational equity in the new era,"county management and school recruitment" will further promote the balance of quality education under the overall control of the central government and comprehensive implementation of the local government.Keeping up with the national guidance,Yunnan Province issued the implementation document of "County management and school recruitment" in 2020.Under this background,l County located in the autonomous minority region of Yunnan Province was selected as the research object in this study,aiming to understand how Z Town of L County implemented the "county management and school recruitment" policy,what problems appeared in the implementation process and what ways can be improved.Firstly,after the implementation of the "county manages the recruitment of school teachers" policy in Z town,the vagueness of the policy text did not reduce conflicts,and the willingness of teachers to proactively move has generally decreased.First of all,after defining basic concepts such as educational equity,balanced allocation of compulsory education,and "county management and school recruitment",this study sorted out domestic and foreign literature on teacher mobility and policy implementation.Secondly,taking Martland’s "fuzzy-conflict" theory as the analysis model,after revising the model and analyzing the applicability,the paper analyzes the content of the text of "county management and school recruitment" policy from the central to the local government.Thirdly,after the semi-structured in-depth interview,the author analyzed the interview data with the help of Nvivo12.0 processing tool to find out the problems existing in the implementation of the "county management school recruitment" policy in Z town of L County,and fully discussed the causes of the problems.Finally,the research focuses on the problems existing in the implementation of the "county management school recruitment" policy in L County and Z town,and puts forward targeted suggestions.The main findings are as follows:First,from the perspective of policy text,after the implementation of the "county management school recruitment" policy in Z Town,the ambiguity in the policy is high,and the high ambiguity does not reduce the high conflict of the policy.In the implementation process,teachers are not willing to flow,so the conflict between the policies remains high.Second,although the subsidies and welfare of rural teachers in minority areas are higher than that of urban teachers,the incentive effect of the "county management and school recruitment" policy is not as expected.In L County and Z Town,most rural grass-roots schools are more inclined to eliminate teachers with poor teaching ability for the sake of safeguarding their own interests,so that they flow to the countryside.As a result,the policy of "county management school recruitment" has essentially become a way for urban schools to "bring in the new",while the quality of teachers in rural schools has not been substantially improved.Third,the policy of "county management and school recruitment" in Z Town is highly ambiguous before and during implementation,because the school district has set aside a large discretion in the evaluation methods,policy objectives,policy tools and other aspects.Therefore,the implementation of teachers’ personnel relationship management,post setting,teacher training and recruitment,employment agreement signing,job rotation communication,teacher exit guarantee mechanism and other work all have a certain deviation from the expected implementation results of the policy.From this point of view,the implementation of "county management school recruitment" policy in Z Town is closer to symbolic implementation. |
