With the pace of social construction in China,providing targeted policy support and economic assistance to vulnerable groups has gradually become a key task in social construction,and low-intelligence children,as an important part of vulnerable groups,have also received more and more attention and attention from the state and society.According to the "China Statistical Yearbook",the total number of children aged 0-14 in China in2020 was about 252.7 million,accounting for 17.9% of China’s total population.There are about 6 million disabled children,about 19.7% of children with intellectual disabilities,and the number of children with low intelligence is increasing year by year,and their intelligence level is becoming more and more serious.In the face of this fact,cultivating and improving the self-reliance ability of children with low intelligence,making up for the difficulties in life caused by intellectual development disorders as much as possible,and enabling them to achieve self-reliance or semi-independence in future life are the greatest needs of children with low intelligence and their families.Taking the social work agency in W City as the practice platform and the children with low intelligence as the research subjects,this study found that the service targets had problems in both skills training and social support,as well as the need for stable social support and continuous professional services,the need for professional medical help to improve exercise and self-care ability,and the need to increase social communication to improve speech and cognitive ability.Based on this,as a case manager,the author assumes the role of resource linker and service provider,and designs an integrated service plan for the client by using the method of case management,on the one hand,formulates a treatment plan to solve the skill training needs of the client.On the other hand,develop service plans that link different resources to meet the social support needs of the service recipients.Finally,the authors used the Comprehensive Functional Rating Scale for Children with Disabilities to analyze and evaluate the effectiveness of services to verify the effectiveness of case management in improving the life skills of children with low intelligence.It is found that case management,as a working method that highlights the principle of social work to help others and emphasizes the external environment of clients,can effectively respond to the multiple needs of clients in the service when the problems of the client are more complex,the service time is longer,and multiple resources are required,and the social support of the client can be improved.However,this service also has two shortcomings: on the one hand,the service effect of case management is limited by the professional ability of social workers and the service resources of various cities.On the other hand,the sustainability of service effectiveness cannot be guaranteed.The full improvement of the life skills of mentally retarded children requires long-term services and continuous investment of various resources,and how to ensure that mentally retarded children and families can maintain stable service supply relationships with various resource subjects after the completion of case management services is also an issue that needs further consideration.In order to improve the intervention effect of case management,case managers should accurately grasp existing resources and vigorously expand new resources,and at the same time set up a multi-professional case management team to provide integrated services for service recipients.
