A Study On The Role Dilemma Of Grassroots Letters And Visits Social Workers Under The Dual Identity

Letters and visits are the main platform for the comprehensive reflection of conflicts of interest and social contradictions,as well as a window for the Party and government to closely connect with the people.They test the ability and literacy of the letter and visit work team,as their ability and quality directly reflect the governance ability and efficiency level of the Party and government.Social work,with its professional advantages,continues to emerge in an environment of helping the disadvantaged,resolving conflicts,safeguarding the interests of vulnerable groups,and promoting social justice,becoming an important strategy for reforming the petition system and innovating social governance.The "Party and State Institutional Reform Plan" issued in 2023 proposes the establishment of the Central Social Work Department to be responsible for coordinating and guiding people’s petition work,reflecting the top-level thinking of social work development.In this way,with the continuous growth of the social work talent team and the improvement of government petition governance capabilities,the development of embedded petition social work within the system has become an important step.Grassroots petition social workers,as key subjects of petition governance services,face dual identities,which also means dual requirements and responsibilities.The dual roles played may be interrelated,mutually reinforcing,or contradictory and facing difficulties,Need to adapt to cope with the difficult state of the character.In order to resolve the role dilemma of social workers at the grass-roots level and ensure the healthy development of the petition work team,this study,with the attitude of seeking truth from facts and resolving the dilemma,carries out interpretation and analysis through the social role theory,goes deep into the comprehensive social governance center of L Town in Hubei Province to carry out the practice of petition work,adopts the participatory observation method and semi-structured interview method,and collects and collates relevant literature,Firstly,we focus on the role-playing process of grassroots petition social workers in the context of dual identities and analyze it in three stages: role determination,role expression,and role construction.In the role determination stage,we focus on understanding the role expectations of different subjects and establishing our own role identification with dual identities;The role performance stage examined the role practice environment,appearance and posture,as well as the performance in front of the stage of grassroots petition social workers;In the role construction stage,we examined the situation of role understanding,role learning and role interaction of grassroots petition social workers to form a dual identity,and laid the foundation for discovering the role dilemma of unclear roles,Role conflict,role overload and role disability.On the basis of summarizing the role dilemma,we further analyzed that the reasons for the formation were the inadequacy of the role subject,the constraints of the role environment The inequality of role status and the loss of role norms.Then,from the perspectives of grassroots petition social workers themselves and government policies,it is proposed that the efforts of grassroots petition social workers can rely on learning and mastering knowledge and skills to enhance their service capabilities;Reasonably view the reality gap and enhance psychological resilience;Strengthen communication and coordination among multiple parties,and make sufficient preparations for role transformation;The improvement at the government policy level emphasizes enhancing role identification and expanding social foundation;Develop action guidelines and refine role norms;Change the single evaluation and optimize the management system;Improve vocational training and ensure role education to achieve balanced coordination between administration and profession under dual identities,and smoothly complete the role practice of grassroots petition social workers.Finally,we believe that only by adhering to the people-oriented concept of the people and perfectly combining precise administrative services with proficient professional skills,can we truly align with the role positioning of grassroots petition social workers,scientifically and effectively carry out the role playing practice of grassroots petition social workers,and construct a more rich connotation of role interaction.
