Research On Designated Assistance Mode And Performance Of Northwest A&F University

Agriculture and forestry colleges are an important force for rural revitalization.Since2012,in accordance with the unified deployment of the central government,44 universities directly under the comprehensive category and science and engineering disciplines have undertaken the task of poverty alleviation in 44 key counties of national poverty alleviation and development.Therefore,the participation of colleges and universities in targeted assistance is not only the main task,but also the responsibility mission entrusted by the Communist Party of China and the state.The Northwest University of Agriculture and Forestry Technology actively implemented the important exposition of General Secretary Xi Jinping’s poverty alleviation work and rural revitalization,in-depth implementation of the relevant deployment of the Ministry of Education on designated assistance work,analyzed the problems existing in fixed-point assistance counties,and finally explored the "three groups and one team" model,which provides strong support for consolidating the results of poverty alleviation and comprehensively promoting rural revitalization.Adopted literature research method,field research method and unstructured interview method were,and based on the anti-poverty theory with Chinese characteristics,the triple helix theory,the circle structure theory and the cooperative governance theory,the "three groups and one team" helping force,the circle type multiple cooperative model and the "five-sphere integrated" supporting and security mechanism in the fixed-point helping model of Northwest A & F University were analyzed.On this basis,the evaluation index system of fixed-point assistance performance in Northwest A & F University was established,and the AHP and fuzzy comprehensive evaluation were used to evaluate the performance of fixed-point assistance in Northwest A & F University.Through the results of questionnaire survey and performance evaluation,it is found that the designated help work of Northwest A & F University has achieved great results in industry help,talent help,organization help,culture help and consumption help,but there are still some problems and deficiencies,such as policy publicity need to be strengthened,ideological understanding needs to be improved,ecological help needs to be improved,and selected cadres need to be retrained.Based on these problems and combined with the analysis of typical cases of precise assistance of the Ministry of Education,relevant experience and enlightenment are obtained,and suggestions are put forward to optimize the fixed-point assistance model of Northwest A & F University: First,strengthen the policy publicity,expand the publicity channels,and innovate the publicity methods.Second,stimulate internal dynamism,encourage the participation of multiple subjects,and constantly raise our ideological awareness.Third,improve the ecological environment,strengthen ecological support,and promote digital ecological civilization.Fourth,promote the revitalization of rural talents,establish the idea of scientific talent introduction,and innovate the working mechanism of rural talents.
