With the rapid development of the global sports industry and the increasing frequency,scope and intensity of extreme natural disasters in the context of climate warming,the importance of emergency management of sports activities has become increasingly important.This paper systematically summarises the latest research progress in the fields of urban sports venues,flood numerical simulation and flood emergency response at home and abroad,and takes the central urban area of Shanghai as the empirical research area.The results show that the flooding is a major obstacle to the emergency response of sports stadiums in the central city of Shanghai.The results show that the overall inundation trend is decreasing from south to north due to the flood control wall,and the high risk areas are mainly concentrated on both sides of the river bank.Under the flooding scenario,as the inundation intensity increases,road traffic is blocked in some areas,medical emergency vehicles cannot pass,the coverage of emergency response services of some urban medical institutions along the Huangpu River is significantly reduced,and some stadiums cannot access medical emergency services.Under both normal and flooded scenarios,urban medical institutions in the central city have the fastest route to reach each stadium,while under the flooded scenario,there is a significant delay in access to emergency aid for stadiums in the riverside area affected by flooding.Combining crisis lifecycle theory and emergency management theory,the study proposes emergency management strategies for urban stadiums in the event of flooding based on the government manager and stadium operator levels.Based on the perspective of government managers,both engineering and non-engineering response measures are discussed.It is considered that government managers should further strengthen the engineering disaster mitigation capacity of cities by optimising urban flood prevention and removal standards,strengthening the construction of regional flood prevention engineering facilities and implementing rainwater resource storage and utilisation projects,and should also enhance the regional emergency management level by optimising the layout of key infrastructure,improving real-time monitoring and early warning capabilities and perfecting emergency rescue material security.From the perspective of stadium operators,urban stadiums should make efforts to optimise their flood prevention and storage capacity,formulate scientific emergency management plans,comprehensively strengthen flood prevention and emergency response capacity construction,and realise regular information sharing and emergency linkage in times of disaster as soon as possible.
