Many parents have been troubled for a long time by the "3:30 problem" that primary school students are inconvenient to pick up after school.Some parents have chosen out-of-school training institutions to relieve their anxiety.After the "double reduction" policy was issued,relevant departments focused on the rectification of off-campus training institutions,and a large number of non-compliant training institutions were closed down,so the demand of students and parents for after-school services was transferred to schools.The development of after-school services not only solves the problem of picking up students after school,but also is an important way to improve the quality of education and promote the comprehensive and healthy development of students.It is also an important measure to enhance the ability of education services and effectively reduce the burden on parents.However,the key factor of after-school service quality is teachers,so this study focuses on the construction of after-school service teachers.This study takes primary schools in urban areas of Kunming that normally carry out after-school services as the research object,and investigates and analyzes the source,quantity,structure,level and service satisfaction of after-school service teachers.In order to sum up the good experience and practice,analyze the predicament and its causes,and put forward the improvement strategy based on the actual situation,so as to provide experience reference and development ideas for the construction of after-school service teachers in all schools,in order to promote the in-depth implementation of after-school service policy in Kunming.Based on stakeholder theory,teacher professional development theory and relevant policy texts,the research methods mainly include literature analysis,questionnaire and interview,among which 716 valid questionnaires were collected and 10 interviewees were interviewed.This study found that there were some problems in the construction of after-school service teachers in Kunming urban primary schools,such as high pressure of teachers,low enthusiasm for participation;single source of teachers,insufficient stability;unbalanced structure of teachers,and service ability to be improved.The breakthrough of the construction of after-school service teachers in primary schools needs the collaborative efforts of multiple subjects.Educational administrative departments play a leading role,and families,schools and communities work together.Firstly,schools should do a good job in the infrastructure construction of after-school service teachers,create a good teaching environment,protect the legitimate rights and interests of teachers,stimulate their service enthusiasm,improve their service ability.Secondly,those institutions and organizations outside the school should optimize the management of teachers,improve the management efficiency,strictly control the entrance of teachers,standardize and stabilize the teaching staff.Thirdly,strengthen the construction of the collaborative system of teachers both inside and outside the school,define the attributes of after-school services and the rights and responsibilities of relevant subjects,improve the after-school work mechanism and build a platform for cooperation and exchange.Through multi-subject collaborative efforts,we can improve the construction of after-school service teachers,improve after-school service quality,and form a long-term mechanism for after-school service.
