| Since the policies of reform and opening-up implementing,China’s economy has achieved rapid growth,becoming the world’s second largest economy in2010.With the economic development and the acceleration of urbanization,followed by a series of safety hazards caused by students being unattended after school,in order to solve the problem that the time gap caused by "three and a half" and "four thirty" has become a problem that plagues countless parents and school staff,thus,after-school care services came into being.Under the exploration of the development mode of after-school services across the country,after-school services have multiple attributes and functions,from the initial solution of the "three and a half" and "four thirty" problems to the most basic nursing and tutoring functions to the development functions of interest cultivation and discipline training derived on this basis.The prevalence of “focusing only on scores”and capital operation have led to chaos in the off-campus training market,the quality of off-campus training is mixed,and a surge in the dual academic pressure of primary and secondary school students inside and outside school,which has seriously damaged the ecological order of basic education in China,thus rectifying the off-campus training market,reducing students’ academic pressure,and reshaping the education ecology have become important topics for countless experts and scholars in China.As a systematic "Civil engineering",after-school service is an important way to improve the quality of education and promote the all-round and healthy growth of students,as well as an important measure to enhance the ability of education services and reduce students’ homework burden effectively.Under the current "Double reduction" policy,the implementation of after-school services is carried out to meet the needs of society,parents,students,teachers and other subjects.Therefore,under the new situation,how to ensure that primary and secondary schools carry out after-school services,standardize the off-campus training market,and at the same time beware of nondiscipline training institutions "pressing the gourd to float",and consequently studying how to play the role of multi-party synergy is of great practical significance for promoting the effective development of after-school service activities and promoting the implementation of the "Double reduction" policy to achieve the reconstruction of education ecology.Based on evolutionary game theory,this paper constructs the government purchase model and the stakeholder game model involved in the multi-agent cost sharing mode around the relationship between the core stakeholders of after-school services including: the government,compulsory primary schools,third-party social institutions,and after-school service audiences,analyzes the stability of each subject’s evolution strategy according to the mixed strategy game return matrix,and analyzes the stability of the possible equilibrium points in the game according to Lyapunov’s first law.Then,the case is selected to assign the relevant parameters of the model,and Matlab software is used to simulate and analyze the relevant influencing factors,and by exploring the specific impact of many factors on the decision-making of the actor,corresponding conclusions are drawn,and then related countermeasures and suggestions are proposed based on the research results,so as to provide certain enlightenment value for solving the problem of after-school service blockage.Finally,countermeasures and suggestions are put forward to promote the effectiveness of after-school services: First,government departments should refine the top-level design and strengthen process management;Second,primary and secondary schools should establish a systematic concept and build a solid supporting system;The third is the third-party social institutions need to innovate service projects and build an evaluation system for after-school service providers;Fourth,parents should have a correct educational mentality and enhance the sense of responsibility to engage in the after-school service. |
