| Higher education is the foundation of a country and a country’s development,and its development is directly related to a country’s politics,economy,culture and society.After the founding of New China,the state adopted a series of important support measures for higher education,and a number of high-quality colleges and universities have developed rapidly,but this has also led to an imbalance of quality higher education resources between regions.Since the beginning of the 21 st century,the central government has promulgated the "Support for Higher Education Institutions in Western Regions","Provincial-Ministerial Cooperation","Comprehensive Strength Enhancement Project for Universities in Central and Western China" and "These four policies are consistent in nature,both focus on cultivating and developing high-quality educational resources in the central and western regions,and promote the balance of high-quality educational resources among regions,so as to achieve the fairness of high-quality education.With the support of these policies,a number of high-level universities have emerged in the central and western regions,represented by the 14 universities jointly built by the ministries and provinces.Studies have been conducted to analyse the higher education support policies in the central and western regions,involving both textual and case studies,which are generally comprehensive,but more lacking in the study of the correlation and continuity between policies and the characteristics of the policies.Based on this,this paper takes high-level universities in the central and western regions as the research object,and analyzes the relevance of a series of policies and the differences between them through historical analysis,data analysis and other methods,taking the high level universities in mid-west as the research object,in order to make the main line of cultivation of quality higher education resources in mid-west China clearer.The key support policy for high-level universities in the central and western regions was launched by the "counterpart support plan for higher education in the western region".Subsequently,the "provincial and ministerial co-construction" policy extended its support to the central and western regions.In 2013,in order to revitalize higher education in the central and western regions,the "Comprehensive Strength Improvement Project for Universities in the Central and Western Regions" policy helped 14 universities more targeted,and the comprehensive strength of 14 universities was significantly improved.In order to give better play to the policy effect,the Ministry of Education launched the policy of "joint construction of departments and provinces" from top to bottom in 2018,and these 14 universities became joint construction of departments and provinces.Under this series of key support policies,the universities jointly built by the ministries and provinces have achieved remarkable results in personnel training,discipline construction,scientific research level and social services.At the same time,they have also become the main representatives of high-level universities in the central and western regions.In the process of sorting out the policy text,it was found that the central and local governments and universities took a series of actions and contributed to the evolution of key support policies for high-level universities in the central and western regions,considering the political,economic and educational environment at that time.In the process of promoting the policy evolution,the subjects of policy implementation are gradually diversified,and the use of institutional reform means is increasingly prominent.More and more attention has been paid to the fairness and efficiency of high-quality higher education.While paying attention to the high-level construction of colleges and universities,they also began to pay attention to the development of college characteristics.More importantly,the relationship between colleges and universities has changed from supportive to cooperative.However,as the policy appeal to realize the overall revitalization of higher education in the central and western regions,the key support policies for high-level universities in the central and western regions are faced with problems such as poor linkage effect between policy subjects,policy tools biased towards short-term benefits,insufficient policy support,and unstable policy supply.Accordingly,the policy should provide a platform to strengthen the links between subjects and play a linkage role,And on this basis,make use of institutional innovation and other policy measures that are conducive to long-term development,mobilize the subjective initiative of universities,exert the external power of universities,and promote the development of universities.The central and local governments should continue to provide policy preferences and increase publicity efforts to promote the development and construction of high-level universities in the central and western regions and facilitate the development and building of quality higher education resources in the Midwest. |
