Human resources are the core competitiveness of social development,and society has a huge demand for talents,especially top talents.The central and local governments have issued a series of talent policies to attract and motivate talents and accelerate the construction of high-quality talent gathering areas.Social science is an important component of national cultural soft power and one of the key supports for China’s social development.The growth and talents of social science scholars have increasingly become an important topic of academic concern.What are the characteristics of top talents in social sciences? What are the factors that affect the growth of top social science talents? How effective is the impact? What is the role of talent policy in the growth of top talent?Exploring the answers to the above questions can provide ideological inspiration and theoretical reference for talent cultivation and introduction,as well as provide reference for the growth of scholars and the formulation of talent policies in China.This article selects Yangtze River scholars from 2011-2017,who have been rated in the field of social sciences,as representatives of top talents,and takes this group as the research object of this article.Firstly,a descriptive statistical analysis method is used to outline the gender,age,educational background,work unit,inter school mobility,academic positions,and research achievements of the top talent groups in social sciences;Then,select scholars with a certain academic level as a paired sample of top talents,and use a binary Logit model to analyze which internal factors affect the growth of top talents in social sciences;Then,the propensity score matching method is used to estimate the impact of external factors such as talent policy on the growth of top social science talents.The results show that the vast majority of top social science talents are male,who have obtained doctoral degrees in 985 universities in China or abroad,and most of them hold positions in high-level institutions.When scholars grow into top talent,the working environment is stable and there is little inter school mobility.Some scholars hold positions in important academic journals and related societies,but their positions are heterogeneous across various disciplines of social science.The growth of scholars follows the laws of Matthew effect and symbiotic effect.The academic position of scholars,the number of authoritative papers published,and the number of high-level foreign language papers have a positive impact on the growth of top talent,while the number of highly cited papers published by scholars and the number of times they are cited per article have a low correlation with their growth.At the same time,the number of high-level Chinese papers published by scholars has no significant or negative impact on the growth of scholars into top talents,indicating that to grow into top talents,it is necessary to pay attention not only to the output of Chinese papers,but also to their quality level and the number of international papers with a high level.From the perspective of policy impact,the "Yangtze River Scholar Award Plan" policy has a significant positive impact on the growth of top talents.Under the influence of the talent policy in 2012 and 2017,the scientific research output of top talents was 146% and 218% higher than that without the policy impact,which fully demonstrates that the implementation of the "Yangtze River Scholar Award Plan" policy has a positive promotion effect on the growth of top talents.
