Since the 1970 s,the deep integration of knowledge and economy has brought about a double transformation of knowledge and economy.At present,with the further deepening of China’s innovation-driven strategy,universities need to take the initiative to dovetail with the needs of social development and further expand their service areas.The evaluation of social services of colleges and universities is the baton for the development of social services of colleges and universities.In China,although the existing evaluation policies attach more importance to the evaluation of social services of colleges and universities,there are still deficiencies such as single indicators and imperfect contents.Developed countries have explored more abundantly the evaluation of social services of universities,which can provide reference for the evaluation of social services of universities in China.Therefore,starting from the social service evaluation of universities in developed countries,we clarify the trend of social service evaluation of universities.It provides new ideas,research perspectives and theoretical support for social service evaluation of colleges and universities in China,and provides opinions for improving policies related to social service evaluation of colleges and universities in China.In this study,four policy texts,namely the UK Knowledge Exchange Framework,the US Selective Social Services Classification Framework,the Australian Social Services Benchmarking Framework,the Australian Social Services Benchmarking Framework and the Irish Social Services Support Framework,were used as the objects of research.The four policy texts,namely the UK Knowledge Exchange Framework,the US Selective Social Services Classification Framework,the Australian Social Services Benchmarking Framework,the Australian Social Services Benchmarking Framework,the Irish Social Services Support Framework,and the Irish Social Services Framework,were used for the study.The four texts were further analysed to classify university social services into "’non-injected’ university social services" and "’injected’ university social services",and to classify university social services into "’non-injected’ university social services" and "’injected’ university social services".The evaluation of university social services was divided into "evaluation of’non-injected’ university social services" and "evaluation of ’injected’ university social services".The evaluation of social services in universities is divided into "evaluation of ’non-injected’ social services in universities" and "evaluation of ’injected’ social services in universities".From the four aspects of evaluation objectives,evaluation subjects,evaluation contents and evaluation methods,the two types of social service evaluation are compared and analyzed,and the characteristics of social service evaluation of universities in developed countries are derived.The study found that "evaluation of ’non-injected’ university social services" and"evaluation of ’injected’ university social services "Firstly,the evaluation objectives are directed towards sustainability,secondly,the evaluation subject focuses on reconciling multiple interests,thirdly,the evaluation content focuses on application orientation,and fourthly,the evaluation method adopts a hybrid evaluation.However,they also have many differences due to their different orientation and focus in specific evaluations.The "evaluation of ’non-injected’ university social services" is characterised by "streamlined,market-oriented,superficial and institutional",and"evaluation of ’injected’ university social services" is characterised by "streamlined,market-oriented,superficial and institutional".The evaluation of ’infused’ university social services" is characterized by "integration,public interest,depth and description".On this basis,this study puts forward some suggestions for the evaluation of social services in Chinese universities: firstly,in terms of evaluation objectives,the objectives are directed towards improvement and application,and promote sustainable development;secondly,in terms of evaluation subjects,the interests of multiple parties are reconciled,and stakeholders are guided to actively participate in the evaluation;thirdly,in terms of evaluation contents,the two-way interaction is mutually beneficial,and the application orientation is emphasized;fourthly,in terms of evaluation methods,the balance between "institutional" and"descriptive",and adopt a hybrid evaluation.
