| Since the 1970s,knowledge and economy have been interdependent.On the one hand,the development of scientific research is increasingly dependent on external support.On the other hand,scientific research has become an important driving force for economic and social development.The deep integration of knowledge and economy has brought about the dual transformation of knowledge and economy.Under the background of knowledge transformation,knowledge production has changed from"seeking truth" to "seeking use".Colleges and universities are the "main front" of scientific research,and scientific research evaluation is the "baton" of scientific research development in Colleges and universities.At present,under the background of implementing innovation driven development strategy in China,scientific and technological innovation should be taken as the core.In order to stimulate the vitality of scientific and technological innovation,scientific research evaluation in Colleges and universities should be changed accordingly.Based on the needs of innovation driven development strategy and the theory of knowledge transformation,this paper analyzes the policy texts of research evaluation framework in the UK,the Netherlands and Australia respectively through the methods of literature review,case analysis and comparative research.It is found that the current research evaluation of foreign universities shows the following characteristics:firstly,in the research evaluation standard,it no longer only focuses on measuring academic influence;secondly,in terms of the achievement form of scientific research evaluation,it is no longer a single form of academic papers,works,projects and so on that only focus on academic influence,but a variety of subjects related to social influence;thirdly,the main body of scientific research evaluation is no longer just academic peers,but a wider range of social stakeholders on the basis of academic peers.Therefore,in view of the problem that the current scientific research evaluation of colleges and universities in our country excessively pursues academic quantitative indicators such as the number of papers and journal impact factors,but ignores the quality and actual contribution of scientific research achievements,the author puts forward countermeasures and suggestions for the reform of scientific research evaluation of colleges and universities in our country from the four aspects of "why to evaluate","how to evaluate","what to evaluate" and "who to evaluate",so as to provide some reference for the reform of scientific research evaluation of colleges and universities in our country the enlightenment of this paper is as follows:first,to establish the evaluation concept of serving economic and social development;second,to explore the evaluation criteria and indicators of social influence;third,to recognize non-traditional forms of scientific research achievements other than papers;fourth,to include a wider range of social stakeholders as the evaluation subject. |
