The background of accelerating economic globalization and rapid development of information industry,internationalization has become an important trend in the development of higher education in many countries.Among them,after decades of efforts,Australia has become one of the most successful countries in the internationalization of higher education,and plays a pivotal role in international education.The Australian Government has at different times developed a unique strategy for the internationalisation of Australian higher education through effective policy making aimed at developing international education.Studying the policy evolution of internationalization of Australian higher education from 1979 to 2019 can provide valuable experience for building world-class universities and disciplines in China today.With policy texts as the main research content,this paper adopts literature research method,historical research method and comparative research method to analyze and study the policy evolution of Internationalization of Australian higher education from 1979 to 2019:The first part leads to the research problems and research background of this paper,defines the relevant concepts,summarizes the existing document,discuss the importance and value of the research and introduces the relevant research methods.The second part is the main part of this paper,which introduces the historical evolution from 1979 to 2019,which is divided according to the promulgation time of relevant important policy texts: Market orientation(1979-1990),trade in education services(1991-2009)and sustainable and comprehensive development(2010-2019),The paper also introduces in each period and the contents of policy reform from the aspects of quality assurance of internationalization of higher education,legislation of internationalization of higher education and marketization of international education.The third part introduces the influencing the evolution of Australian higher education internationalization policy from 1979 to 2019.From the external factors of economic globalization,information technology,international organizations,relevant international theories as well as Europe,America and the Asia-Pacific countries and regions;Internal factors include Australia’s domestic political,economic and cultural conditions;Theoretical factors include human capital,new public management theory and education market demand theory.The fourth part tells the characteristics of the international pedagogy in Australia from 1979 to 2019.The government pays attention to the guarantee of the quality of internationalization of higher education and supervises the combination of internationalization education and market promotion,actively plays the role of finance to promote the implementation of the policy,and emphasizes the exchange and cooperation with neighboring countries.The fifth part,through the overall international policy from 1979 to 2019,analyzes the limitations of Australian higher education internationalization: paying too much attention to the profits of international education export;The advantage of internationalization of higher education is weakening;It does not continuously deepen the exchange and cooperation with Asian countries,and draws the experience and enlightenment on policy of China: providing legislative guarantee and policy guidance with government as the leading role;To adapt to the needs of the development of international economy and trade,and train international specialized personnel;Establish a perfect education assessment mechanism to enhance the competitiveness of universities;Give full play to the cultural functions of higher education to promote the transmission of knowledge and skills and cross-cultural dialogue. |
