From the 1950 s to the beginning of the 21 st century,researches on the teacher’s textbook usage mainly focused on how teachers faithfully use textbooks.After the reform of the basic education curriculum in 2001,teachers’ creative use of textbooks received much attention from the educational theory and practice community.The debate about "teaching textbooks or using textbooks" caused by two different tendencies still troubles many frontline teachers and researchers.This study believes that since 2016,the government’s emphasis on teaching materials construction as a national authority has been an important node in breaking through the binary opposition between faithfulness and creativity in teacher textbook use research.From the perspective of national authority and power,analyzing the teacher’s teaching materials usage can be found that the direct source of teacher’s teaching materials usage power is education regulations and textbook policies,the fundamental source is students’ right to education,and the supportive source is teachers’ professional autonomy.Therefore,it has multiple properties such as official,public,professional,and educational.The power of teachers to use teaching materials specifically refers to the power of teachers to influence and control the teaching materials and the interaction between students and teaching materials in the process of studying,understanding,designing,applying,and evaluating teaching materials,in order to promote the realization of the value of teaching materials,the comprehensive development of students,and the professional development of teachers.The faithful orientation of teaching material use pays more attention to the realization of the value of teaching materials in the cultivation of talents required by the country,while the creative orientation pays more attention to the realization of the value of teaching materials in the growth of students’ personalities and the professional development of teachers.However,in the context of national power,teachers should use teaching materials correctly and effectively,be responsible for the national talent cultivation goals,the free and comprehensive development of students,and their own professional development.Therefore,the construction of national power in teaching materials construction not only brings a research perspective on power,but also puts forward new requirements for teachers’ teaching materials use practice that meet the needs of the times-correct and effective.Based on the nature of teachers’ power to use teaching materials,this research divides its specific content according to the logic of power division in terms of knowledge power and public power,and believes that teachers’ power to use teaching materials specifically includes the right to understand knowledge in the process of studying and understanding teaching materials,the right to process knowledge in the process of designing and developing teaching materials,and the right to produce knowledge in the process of using and implementing teaching materials,And the right to evaluate the effectiveness in the process of evaluating and optimizing teaching materials.In addition,in the exercise of various specific powers,teachers must adhere to the principle of unity of power and responsibility,establish a correct awareness of power and responsibility,adhere to the leadership of the Party,adhere to student-centered,follow the scientific and systematic inherent laws of teaching materials,and be responsible for the educational goal of cultivating morality and talent.The use of teaching materials by teachers undoubtedly carries significant educational responsibilities,but to promote their responsibility,corresponding power guarantees must also be taken seriously.Based on the issue that the current power of teacher teaching material use has not yet received widespread attention and protection from all sectors of society,this study believes that it is necessary to establish and improve the operating mechanism of teacher’s teaching materials usage power,in order to promote the correct and effective exercise of their powers.Specifically,it includes strengthening the construction of guidance mechanisms,promoting teachers to establish a correct perspective on teaching materials,and adhering to the mission of using teaching materials;Promote the construction of a guarantee mechanism to provide internal capabilities and external environmental protection for the effective and orderly exercise of these powers;Improving incentive mechanisms to encourage teachers to exercise their power in accordance with the needs of national talent cultivation and students’ comprehensive development;And improve the supervision mechanism to promote standardized supervision,professional guidance,and timely and effective feedback on all aspects of teacher teaching materials use activities.
